<br /> <br />Risk Assessment Methodology <br /> <br />FEMA’s social vulnerability index (SoVI) adjusted for the San Mateo County planning area. The SoVI, <br />developed by the University of South Carolina’s Hazards and Vulnerability Research Institute, is a location- <br />specific assessment of social vulnerability based on the following variables: <br /> % African American (Black) <br />population <br /> % Asian population <br /> % children living in married <br />couple families <br /> % civilian labor force <br />unemployed <br /> % employment in extractive <br />industries (e.g., farming) <br /> % employment in service <br />occupations <br /> % families earning more <br />than $200,000 income per <br />year <br /> % families with female- <br />headed households with no <br />spouse present <br /> % female <br /> % female participation in the <br />labor force <br /> % Hispanic population <br /> % households receiving <br />Social Security benefits <br /> % housing units with no car <br />available <br /> % Native American <br />population <br /> % persons living in poverty <br /> % population living in <br />mobile homes <br /> % population living in <br />nursing facilities <br /> % population over 25 with <br /><12 years of education <br /> % population speaking <br />English as second language <br />(with limited English <br />proficiency) <br /> % population under 5 years <br />or age 65 and over <br /> % population without <br />health insurance <br />(County SoVI only) <br /> % renter-occupied <br />housing units <br /> % unoccupied housing <br />units <br /> Average number of <br />people per household <br /> Community hospitals <br />per capita (County <br />SoVI only) <br /> Median age <br /> Median dollar value of <br />owner-occupied <br />housing units <br /> Median gross rent for <br />renter-occupied <br />housing units <br /> Per capita income <br /> <br />The social vulnerability score represents the relative level of social vulnerability for a given Census tract. A <br />higher social vulnerability score results in a higher risk score (Federal Emergency Management Agency, 2021a). <br />Figure 7-1 shows the SoVI data for San Mateo County. Metrics were assigned to each SoVI classification to <br />support risk ranking of each fully assessed hazard of concern. See Chapter 19 for further discussion of these <br />metrics. <br /> <br />7.2.3 Exposure and Vulnerability <br />Flood, Dam Failure, Earthquake, and Tsunami <br />Community exposure and vulnerability to the following hazards were evaluated using Hazus: <br /> Dam Failure, Flood, and Tsunami—A Level 2 user-defined analysis was performed for general <br />building stock and for critical facilities. Current mapping for the planning area was used to delineate <br />hazard areas for flood, dam failure, and tsunami and estimate potential losses. To estimate damage that <br />would result from these inundation-based hazards, Hazus uses pre-defined relationships between water <br />depth at a structure and resulting damage, with damage given as a percent of total replacement value. <br />Curves defining these relationships have been developed for damage to structures and for damage to <br />typical contents within a structure. By inputting inundation depth data and known property replacement <br />cost values, dollar-value estimates of damage were generated. <br /> <br /> <br /> <br />7-3
