REV: 01-04-22 VR <br />EXHIBIT “A” <br />SCOPE OF SERVICES AND FEE <br />SCOPE OF SERVICES <br />Consultant will develop a fee structure that reflects the services needed to permit, review, <br />and inspect Parklets in the city’s right-of-way, and calculate the full cost of providing those <br />services. This would include the following services: <br />Document Permit and Application Processes: The project team will work with key <br />City staff to document application requirements, as well as city processes and <br />services associated with Parklets. <br />Develop Fee Structures: Based on processes and requirements for Parklet <br />Permits, the project team will work with City staff to develop a fee structure that <br />would best reflect not only the services that are being provided, but how those <br />services are provided. <br />Determine Full Cost of Service: The project team will collect current budget and <br />staffing information in order to calculate fully burdened hourly rates for staff <br />involved in the Parklet permitting process. Then time estimate information will be <br />collected in order to determine the full cost (direct and indirect) of providing Parklet <br />permitting services, including plan review and inspection. <br />Develop Draft Results: Once a permit fee structure has been developed, and the <br />full cost of services calculated, the project team will present the City with a draft <br />memo outlining the results of the analysis. <br />Finalize Results: The project team will finalize the results and memo based upon <br />any feedback from City staff. <br />The results of this analysis will provide the City with a Parklet Program fee structure, <br />outline applicability and application of fees, and show the full cost of providing permitting <br />services. <br />FEE <br />The Matrix Consulting Group will conduct the Parklet Program Fee Study for a fixed fee <br />of $12,000. This fee includes interviews with staff, as well as presentation to <br />Council and stakeholders. <br /> <br />Consultant will bill monthly for work conducted, until project completion. <br />ATTY/AGR.2022.001/Matrix Consulting Group (RWC Parklet Program) (Page 11 of 11)
