Permittee shall use the Property solely for the purpose of and for no other purpose whatsoever (the 'Permitted Activity'). Permittee shall not use the Property to transport or store materials, Including, without limilation- any Hazardous Substances, as defined in Special Provision 16, below. 2, Permillee shall not use or permit the use of the Property in any manner that would tend to create waste or a nuisance or in a way that oompromises the public health, safety, or welfare, or the publids use of the right•cf-way 3.
