REPORT

6.1C
age 1

To the Honorable Mayor and City Council
From the Ci Mana er

October 19, 2009

SUBJECT
Agreement with San Mateo County Department of Housing to provide Information and
Referral Services at Fair Oaks Community Center.

RECOMMENDATION
Approve by motion and authorize City Manager to sign the agreement between the San
Mateo County Department of Housing and the City of Redwood City for Information and
Referral services provided at the Fair Oaks Community Center.

BACKGROUND
In 1982, the County of San Mateo first contracted with the City of Redwood City to
provide information and referral services at the Fair Oaks Community Center to low-
income residents of Redwood City, North Fair Oaks, Woodside, Atherton, and Portola
Valley. Since that time, the program has grown to meet the demand for services with
joint funding from both the County and the City. Currently, approximately 750/0 of the
residents seeking services are from Redwood City and approximately 250/0 of the
residents seeking services are from unincorporated North Fair Oaks.

The Information and Referral Program provides information and referral, needs
assessments, crisis intervention, short-term emergency assistance, shelter referrals,
forms and translation assistance, housing assistance and advocacy, and serves as a
"first-stop" for individual and families in need in our community. Working closely with
the County's Human Services Agency and other local non-profit organizations, the
information and referral program is able to help thousands of individuals and families in
need each year.

This year, the City applied for and was approved for $15,000 in Community
Development Block Grant (CDBG) from the County of San Mateo, administered by the
Department of Housing.

ALTERNATIVES
Council could choose not to sign the agreement - and not accept funding from San
Mateo County Department of Housing for the Fair Oaks Community Center Information
and Referral program and Early Entry Shelter Program.

FISCAL IMPACT
The $15,000 is already included in our 09-10 budget revenue estimates.

~

Human Services Manager

a {J9-- ~

Corinne Centeno
Parks, Recreation, and
Community Services Director

~/

eter Ingram
City Manager
