<br />REPORT <br /> <br />6.10 <br />Page 1 <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />October 19, 2009 <br /> <br />SUBJECT <br />Professional service agreement with Moffatt & Nichol in the amount of $184,410.00 for <br />levee certification documentation for the levees bordering the Redwood Shores <br />Peninsula <br /> <br />RECOMMENDA nON <br />Approve, by motion, the professional service agreement with Moffatt & Nichol for levee <br />certification documentation for the levee system protecting the Redwood Shores <br />Peninsula in an amount not to exceed $184,410.00 and authorize the City Manager to <br />increase the contract amount up to 10% if necessary. <br /> <br />BACKGROUND <br />In response to the Federal Emergency Management Agency's (FEMA) levee <br />certification mandate, the city is undertaking a levee improvement and certification <br />project to raise the height and certify the levees in the Redwood Shores area prior to <br />September 2010, the effective date of the new Flood Insurance Rate Maps. <br /> <br />On November 10, 2008, City Council approved an agreement with Moffatt & Nichol to <br />perform an initial assessment of levee conditions as the first phase of the Exterior Levee <br />Certification Program. The assessment is complete, and recommended levee <br />improvements from the assessment are incorporated into the Redwood Shores Levee <br />Maintenance Project, which is currently under permit review from various state and <br />federal regulatory agencies before construction can begin. Concurrent with permitting <br />and construction, Moffatt and Nichol will assist the city to prepare the certification <br />documentation required by FEMA. <br /> <br />In addition, FEMA has determined that segments of levee bordering the San Carlos <br />Airport, partly owned by San Mateo County and City of San Carlos, must be improved <br />and certified to provide complete flood protection for the Redwood Shores Peninsula. <br />Levee improvement plans for these segments are also underway, with the city taking <br />the lead on this multijurisdictional effort. <br /> <br />Therefore, three separate certification packages will be prepared as part of this contract, <br />one each for the following: <br />. Redwood Shores Levee, which will be certified by the City of Redwood City; <br />. County of San Mateo levee segment fronting the San Carlos Airport, which will be <br />certified by the County; <br />. San Carlos levee segment between Highway 101 and southwest of the San Carlos <br />Airport, which will be certified by the City of San Carlos. <br /> <br />The requirements of levee certification are outlined in Title 44 of the Code of Federal <br />Regulations Section 65.10 and include evaluation of levee freeboard, closures, <br />embankment protection, slope stability, settlement, interior drainage, and operation and <br />maintenance procedures. <br /> <br />The proposed agreement is available for review in the City Clerk's office. <br />
