ATTY/ORD.0003/CC ORD REDISTRICTING ELECTIONS – FINAL PLAN C3 ORD NO. 2506 <br />REV: 02-23-22 SK MUFF NO. 301 <br />Page 1 of 4 <br /> <br />ORDINANCE NO. 2506 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY AMENDING CHAPTER 2, ARTICLE I, SECTION 2.27.7 (CITY <br />COUNCIL DISTRICT ELECTIONS) OF THE REDWOOD CITY <br />MUNICIPAL CODE ESTABLISHING NEW CITY COUNCIL DISTRICT <br />BOUNDARIES AND IDENTIFICATION NUMBER OF EACH DISTRICT <br />USING 2020 FEDERAL CENSUS DATA <br /> <br />WHEREAS, in March 2019, the City of Redwood City transitioned from at -large <br />elections to district-based elections for the election of City Councilmembers; and <br /> <br />WHEREAS, the City Council adopted a final district ele ction map that was <br />comprised of seven (7) districts; and <br /> <br />WHEREAS, in compliance with federal and state law, the City must undergo the <br />redistricting process based on 2020 US Census demographic data; and <br /> <br />WHEREAS, on April 26, 2021, pursuant to California Election Code section 23001, <br />the City Council adopted Resolution No. 15946 establishing an Advisory Redistricting <br />Committee (the “Committee”) to conduct a robust, community-focused redistricting effort; <br />and <br /> <br />WHEREAS, on November 17, 2021, following extensive community engagements, <br />workshops, map submissions and consideration of public testimony, the Committee <br />recommended two maps for the City Council’s consideration; and <br />WHEREAS, the Committee, in recommending the boundaries of the new council <br />districts, considered (a) natural boundaries, street lines and/or City boundaries; (b) <br />geography; (c) cohesiveness, contiguity, integrity and compactness of territory; and (d) <br />community of interests within each district; and <br />WHEREAS, the City Council has considered the Committee’s recommendation <br />and the testimony and discussion during public hearings on December 20, 2021, January <br />24, 2022, and February 14, 2022 where the public was invited to provide input regarding <br />the content of the maps drafted by the City’s demographer and maps submitted by the <br />public that had been released and published at least seven (7) days before each meeting; <br />and <br /> <br />WHEREAS, on February 14, 2022, following a lengthy and transparent pubic <br />process that complied with the California FAIR MAPS Act (Elections Code Sections <br />21620 et seq.), the City Council held a final public hearing, reviewed additional public <br />input, and formally selected a final map establishing new council districts, incorporated <br />in, and set forth, in this Ordinance as Exhibit “A”, which was introduced for a first reading <br />at the same regular meeting. <br />6.D. - Page 4 of 22 <br />66
