REV: 04-26-2022 VR <br />EXHIBIT “A” <br />SCOPE OF SERVICES AND FEE <br />Scope of Services <br />Under general direction by the Assistant City Manager, consultant will perform a wide <br />range of real property activities related to the acquisition, lease, or sale of real property, <br />rights-of-way and easements; manage all aspects of City property leased for commercial <br />or other nonresidential purposes; negotiate and oversee contracts with appraisers and <br />other consultants; provide oversight for relocation assistance; and perform related duties <br />as assigned including: <br />1. City Property Management <br />Negotiate and manage leases for City-owned commercial property as well as <br />leases for the City occupancy of privately owned property. <br />Maintain a monitoring/tracking system for City-owned leased facilities. <br />Creating an inventory and monitoring system for real estate. <br />Maintain inventory and related records of City-owned real property. <br />2. Agent for property acquisitions and disposition, including compliance with <br />surplus lands act <br />Develop requests for proposals (RFP’s) and contracts for appraisers and other <br />professional consultants; review and evaluate proposals/contracts; negotiate and <br />select consultant/contractor; manage consultant and arrange for payment. <br />Prepare, in consultation with the City Attorney’s Office, documents for <br />acquisition, property management, and other agreements as needed, including <br />purchase contracts, deeds, appraisal summary statements, leases, temporary <br />and permanent easements, right of entries, possession and use agreements, <br />escrow instructions, and licenses or permits. <br />Manage sale of surplus City property including developing marketing package, <br />respond to inquiries and requests regarding availability of City property for <br />purchase; research property, determine potential for City use, consider proposed <br />use by buyer; process transaction. <br />Administer and oversee relocation obligations; evaluate acquisition of property by <br />the City and develops relocation plan and contract if necessary and monitor <br />implementation. <br />Negotiate with property owners to establish terms and conditions of property <br />conveyance. <br />3. Agent for property leasing, licensing and permitting <br />Manage ongoing leases including maintaining monitoring systems; act as tenant <br />liaison; present information to the City Council; negotiate modifications in rent <br />ATTY/AGR.2022.098/Silicon Valley Synergy (Page 11 of 12)
