REV: 06-15-22 JB <br />EXHIBIT “A” <br />SCOPE OF SERVICES AND FEE <br />Assistant Community Development Director, or designee, shall prepare a scope of work for each <br />individual project request via Task Order. The Task Order shall include a list of required tasks and <br />time frame for deliverables. Typically, the tasks will include review of project information, <br />evaluation of potential environmental impacts, and preparation of required CEQA documents. <br />Attendance at public meetings or other tasks will be requested on a case-by-case basis. <br />Scopes for individual projects shall be sent to the consultant with a deadline for response. In the <br />response, the consultant will include the staff resources they can commit to the project, estimated <br />timeline and detailed cost for provision of services. <br />The City will evaluate that proposal, and, if it chooses, accept the proposal and initiate work by <br />issuing a Task Order. <br />FEE SCHEDULE: <br />Consultant will be paid on an hourly basis at the rates provided in each Task Order, and for <br />materials at the rates identified in Table B plus 10%. Reimbursable costs not identified in <br />Table B are billed as a “pass-through” cost, meaning the Consultant will pass along the full <br />fee. Any such costs would be included in a project’s Task Order. Consultant will provide <br />detailed cost estimates for all services requested in each Task Order with the City. The exact <br />hourly rates used to provide the cost estimates will fall within the range set forth <br />below. Reimbursable expenses will be delineated on all invoices. All expenses (printing, <br />couriers, postage, etc.) will be included in invoices. <br />Upon receipt of a request for environmental review documentation pursuant to CEQA or other <br />special studies, Consultant will provide a cost estimate in the form of a spreadsheet that <br />details tasks by assigned personnel (hours/rate). Cost estimates are prepared on a time and <br />materials, not to exceed basis. Consultant’s standard billing rates by classification and in- <br />house direct expenses are shown in Table A and Table B. Consultant’s standard rates include <br />overhead and profit. Direct expenses include, but are not limited to, in-house reproduction <br />and equipment (i.e., noise meters). Baseline’s standard rates are provided below as well. <br />Direct costs shall be reimbursed at cost plus 10 percent. <br />The hourly rate for work involving actual expenses when in court (e.g., giving depositions or <br />similar expert testimony) will be billed at $400 per hour regardless of job classifications. Time <br />spent preparing for such testimony will be billed at individual’s standard rate. <br />Hourly rates below are subject to review at least annually, on or about June 1 of each year, <br />and may be adjusted to reflect changing labor costs if mutually agreed upon in writing by the <br />City Manager, or their designee, and Consultant. <br />Table A: LSA Hourly Billing Rates Effective June 2022 <br />ATTY/AGR.2022.140/LSA Associates, Inc.
