<br />Page 1 of 3 <br /> <br />16206512.1 <br />BAY AREA WATER SUPPLY AND CONSERVATION AGENCY <br />PARTICIPATION AGREEMENT FOR THE REGIONAL SMART CONTROLLER PROGRAM <br />FOR JULY 1, 2022 THROUGH JUNE 30, 2023 <br /> <br />The Bay Area Water Supply and Conservation Agency (BAWSCA) is implementing a Regional <br />Smart Controller Program (Program). The Program, managed by Rachio, Inc. (Rachio), offers <br />residential water customers of Participating Agencies an instant rebate on the purchase of smart <br />irrigation controllers. The goal of the Program is increase residential outdoor water use efficiency <br />through better management of irrigation practices. <br />The Program enables customers to purchase smart controllers directly from Rachio on a website <br />specifically developed for the Program. The smart controller selected for the Program is the <br />Rachio 3 model, an EPA WaterSense labeled controller designed to help homeowners better <br />understand their irrigation and make saving water easy and transparent. The Rachio 3 will be <br />offered at a total cost of $174.99 plus applicable sales tax. Of this cost, the Participating Agency <br />will pay $74.99 plus sales tax ($82.13 total) and the customer will pay the remaining $100 plus <br />sales tax. <br />The Program also provides BAWSCA and each Participating Agency with a web-based online <br />platform to provide information on the number of active Rachio controllers in each region, irrigation <br />schedules, and weather data. The platform displays information for all Rachio controllers active <br />in a Participating Agency’s service area and provides the ability to distinguish between controllers <br />activated independently by homeowners and controllers activated through the Program. <br />The Program is offered in partnership with Regional Water Authority (RWA), a joint powers <br />authority representing two dozen water providers and affiliates in the greater Sacramento region. <br />RWA has contracted with Rachio to implement the Program, and BAWSCA has entered into a <br />Memorandum of Understanding (MOU) with RWA to enable BAWSCA agencies to offer the <br />program to their customers. It is anticipated that the current MOU will be extended through June <br />30, 2023 under the existing terms. <br />This Program is eligible to receive funds as part of the BAWSCA Proposition 1 grant <br />award. The grant will reimburse participating agencies 50% of the rebate amount paid to <br />a customer, up to a maximum of $50 per Rachio controller, as tracked in the BAWSCA <br />on-line rebate processing system. Grant funds are limited and are available on a first <br />come, first serve basis. The actual reimbursement timeline and final amount will be <br />dependent on BAWSCA's receipt of funds from the State of California. <br /> <br />The respective roles and responsibilities of BAWSCA and each Participating Agency are outlined <br />below: <br />BAWSCA’s Roles and Responsibilities: <br />1) Overall Program management and coordination with RWA. <br />2) Develop regional and local messaging content for online and mobile portal and water use <br />reports. <br />3) Maintain database of Program-wide data for billing and reporting purposes. <br />4) Coordinate with Rachio to develop Program marketing plan and associated materials.
