WHEREAS, as of July 15, 2022, the Centers for Disease Control (CDC) has <br />identified San Mateo County as experiencing an increasing rate of COVID-19 <br />transmission and positive tests in the community in addition to the level of COVID-19 <br />hospitalizations rising. With the current CDC rubric, based on the higher of new <br />admissions and inpatient beds metrics in the past 7 days, San Mateo County is <br />categorized in the "high" category for COVID-19 community levels. The CDC <br />recommends that residents: Wear a mask indoors in public; stay up to date with COVI D- <br />19 vaccines; get tested if they have symptoms; and consider additional precautions if <br />they are at high risk for severe illness; and <br />WHEREAS, in light of the recent rise in COVID-19 cases, the City Council now <br />desires to resume conducting public meetings of its Brown Act Bodies using <br />teleconferencing as authorized by AB 361 to hold hybrid or virtual meetings. <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDWOOD CITY <br />RESOLVES AS FOLLOWS: <br />1. The City Council hereby finds and determines that the foregoing recitals are <br />true and correct; the recitals are hereby incorporated by reference into each of the findings <br />as though fully set forth therein. <br />2. The City Council has reviewed the need for continuing the local emergency <br />as identified in Resolution No. 15827 and finds that such proclamation remains in effect <br />as of the date of this Resolution, as do the facts, circumstances, and emergency under <br />which they were issued, and finds that there is a need for continuing the local emergency. <br />3. In compliance with AB 361, the City Council makes the following findings: <br />a. The City Council has reconsidered the circumstances of the state of <br />emergency, and the state of emergency remains active; and <br />b. The state of emergency continues to directly impact the ability of the <br />City's Brown Act Bodies, as well as staff and members of the public, to <br />meet safely in in-person only meetings without a virtual option. <br />c.
