REV: 08-05-22 RL <br />Real Loss Component Analysis <br />The real loss component analysis (RLCA) shall summarize the rate of leakage <br />quantified through an AWWA water audit in meaningful categories (components) that <br />help identify optimum strategies to reduce loss. <br />Consultant’s component analysis of real losses shall use documentation on <br />infrastructure, pressure, leak detection, and repair data and practices to support the <br />following: <br />Modeling background leakage <br />Quantifying reported leakage <br />Assessing of unreported leakage <br />Estimating ongoing hidden leakage <br />Identifying and recommending data collection and management <br />improvements that provide more accurate insight into leakage <br />Consultant’s real loss component analysis shall provide the following: <br />Determination of leakage volumes: background, unreported, reported, and <br />hidden leakage <br />Break frequency analysis and comparison to national and international <br />datasets <br />Evaluation of documented leak response times <br />Review of leak documentation and recommendations for improved data <br />collection <br />Analysis of cost-effective intervention against leakage <br />Leakage management program design <br />SWRCB Water Loss Standard Custom Input Assistance <br />The City has received a leakage performance target from the State Water Resources <br />Control Board (SWRCB) in accordance with SB 555. Compliance with the real loss <br />volumetric standard will be required by 2028, using the 2027, or 2025 or 2026 water <br />audit. Agencies can apply for an adjustment to their standard before July 1, 2023. <br />Consultant shall perform the following to derive custom inputs to the SWRCB <br />economic model: <br />Request and compile relevant data (e.g. leakage repair documentation, leak <br />detection results, financial data, infrastructure data, etc.) <br />Review data collected to identify what custom inputs may be calculated <br />Calculate customized value for inputs where the minimum data threshold is <br />met <br />Compile supporting documents for input adjustment application <br />SWRCB Water Loss Standard Compliance Planning <br />Consultant shall work with the Public Works Director or their designee to outline a <br />draft strategy to meet their leakage performance standard by doing the following: <br />Review the City’s water loss standard <br />ATTY/AGR.2022.231/E Source Companies, LLC (Water Loss Consultation Services) (Page 14 of 17)
