REV: 08-25-2022 RL <br />hearing at the end of the 45-day protest period to answer questions and request the <br />adoption of the proposed water and recycled water rates. <br />Municipal Code Review <br />Consultant shall review and recommend changes to the appropriate chapter of the City’s <br />Municipal Code to reflect the rate changes, as applicable. <br />Deliverables: Consultant shall provide: <br />•Bi-weekly staff status meetings <br />•Brief memo of preliminary findings and recommendations <br />•Presentation to Utilities Sub-Committee <br />•Proposition 218 notice <br />•Draft and final reports <br />•Presentation at two community meetings <br />•Presentation to City Council for Proposition 218 hearing <br />•Recommended municipal code changes <br />Task 3 - Water, Recycled Water, and Sewer Related Development Fee Study <br />Any new water and recycled water fees shall be effective beginning July 2023. <br />Task 3a. Kickoff Meeting <br />Consultant shall facilitate a virtual kickoff meeting with City staff to introduce participants <br />and identify their project roles and expectations. Meeting topics shall include discussions <br />evaluating relevant fiscal policies and community interests, identifying current issues and <br />concerns (financial and operational), discussing project scope, timing, and deliverables, <br />and requesting and compiling all relevant and required data. <br />Deliverables: Consultant shall provide: <br />• A data request list ahead of the meeting for the purposes of discussion <br />• Meeting notes <br />Task 3b. Development Fee Calculations <br />Compile Capital Improvement Data <br />Consultant shall compile the date identified in Task 3a. Consultant shall assist City staff <br />with focusing on best available data. Consultant shall also determine how to compensate <br />for the lack of data, if any, including assumptions that may be needed to bridge gaps in <br />data.
