WHEREAS, as of September 16, 2022, the Centers for Disease Control (CDC) <br />has identified San Mateo County as continuing to experience COVID-19 transmission <br />and positive tests in the community. Although the County is in the "low" category for <br />COVID-19 community levels, the CDC continues to recommend that residents: Wear a <br />mask on public transportation; wear a mask if they have symptoms, a positive test, or <br />exposure to someone with COVID-19; stay up to date with COVID-19 vaccines; and <br />get tested if they have symptoms; and <br />WHEREAS, as of September 19, 2022, the San Mateo County Health <br />Department and the California Department of Public Health strongly recommend that <br />all persons, regardless of vaccine status, continue to mask in indoor public settings and <br />businesses; and <br />WHEREAS, in order to maintain the decreasing levels of COVID-19 cases, the <br />City Council desires to continue conducting public meetings of its Brown Act Bodies using <br />teleconferencing as authorized by AB 361 to hold hybrid or virtual meetings. <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDWOOD CITY <br />RESOLVES AS FOLLOWS: <br />1. The City Council hereby finds and determines that the foregoing recitals are <br />true and correct; the recitals are hereby incorporated by reference into each of the findings <br />as though fully set forth therein. <br />2. The City Council has reviewed the need for continuing the local emergency <br />as identified in Resolution No. 15827 and finds that such proclamation remains in effect <br />as of the date of this Resolution, as do the facts, circumstances, and emergency under <br />which they were issued, and finds that there is a need for continuing the local emergency. <br />3. In compliance with AB 361, the City Council makes the following findings: <br />a. The City Council has reconsidered the circumstances of the state of <br />emergency, and the state of emergency remains active; and <br />b.
