3. Provide direction to staff regarding ne� steps to take for the City's participation <br /> in San Mateo County's jail planning process. <br /> Jill Ekas, Planning Manager, presented the report (presentation on file). She answered <br /> questions as they came up about specific items in the report. <br /> M/S Ira/Pierce to accept the report (recommendation #1). <br /> One Council Member inquired about the total number of actual facilities listed on the <br /> report and whether these are programs or facilities. Staff clarified that the source of this <br /> information was the sheriff's website. The issue of the school alternative was discussed <br /> and staff answered various questions. One Council Member brought up the issue of the <br /> Council being asked to give a response but he was not sure about the responses from the <br /> other cities and their contents. This Council Member clarified that the Sheriff was working <br /> under different criteria and that is the reason for their recommendation. One Council <br /> Member read from an old article that alluded to the fact that "jail overcrowding" is not a <br /> new problem. Mayor Foust asked Council to vote on accepting the report. Motion carried <br /> unanimously by electronic vote. <br /> Mayor Foust reported on her work on the Jail Planning Advisory Committee (JPAC) and <br /> how many meetings had been held and the length of each meeting. She said it was <br /> always understood that there would be finro to three sites to consider as possibilities. <br /> However, at the meeting of September 15, 2009 the Mayor and Chair Radcliffe of the <br /> Planning Commission were told that there was only one site selected. She also explained <br /> the County's 2025 Shared Vision Plan and how the Redwood City's Downtown Plan and <br /> the county's vision could become partners. Mayor Foust shared her disappointment at the <br /> process and the eight months of ineetings that she believes led nowhere. She added that <br /> this could almost be viewed as a "check the box" exercise and it felt somewhat <br /> disingenuous. <br /> Carlos Bolanos, the County's Undersheriff introduced himself, and the analyst present at <br /> the Council Chambers. <br /> One Council Member stated that certain supervisors might have made commitments that <br /> might be diametrically opposed to having a jail downtown. One Council Member <br /> suggested working directly with the Board of Supervisors. Another Council Member <br /> suggested informing community stakeholders about the process and current <br /> recommendation. <br /> M/S Howard/Bain to extend the meeting to 11:30 pm. Motion carried unanimously by <br /> voice vote. <br /> Various Council Members made comments on the criteria the Sheriff had to work with. <br /> Mayor Foust made a personal statement that she will vigorously oppose the selection of <br /> the motor pool site. She elaborated on the finro community meetings held in July and how <br /> this was vacation time for many. One Council member wanted to approach each Board of <br /> Supervisor individually and share the challenges of this recommendation.
