REV: 4-14-2023 VR <br />Exhibit “A” <br />SCOPE OF SERVICES AND FEE <br />Through the Redwood City Coordinated Homeless Outreach Program, the City seeks to support, <br />expand, and enhance existing Redwood City homeless outreach efforts with additional tools and <br />innovative strategies to implement the “Resolving Encampment through Effective Engagement” <br />Pilot and to achieve functional zero homelessness in Redwood City. <br />The City acknowledges that Consultant will be sub-contracting other partner agencies and/or <br />organizations including, but not limited to, Project WeHOPE, Downtown Streets Team, Street Life <br />Ministries, and Nation’s Finest to create an Inter-Agency Redwood City Homeless Outreach <br />Team. Consultant may sub-contract additional partners under this agreement upon written <br />approval by the Homeless Services Manager. <br />1.Scope of Work/Tasks <br />Consultant will: <br />A. Provide Coordination and Leadership: <br />Hire or assign at least nine full time equivalents1 to the Inter-Agency Redwood City <br />Homeless Outreach Team (employees of either LifeMoves or sub-contracted partner <br />agencies): <br />o 1 FTE Homeless Outreach Program Director <br />o 1 FTE Homeless Outreach Assistant Program Director <br />o 3 FTE Homeless Outreach Workers <br />o 3 FTE Homeless Outreach Case Managers <br />o 1 FTE Housing Specialist <br />Develop and implement the Redwood City Homeless Outreach Strategy in partnership with <br />the City’s Homelessness Initiatives Unit including: <br />o utilization of Collective Impact approach; <br />o exploring lessons and best practices locally and elsewhere; <br />o addressing mental health, substance use, and trauma related issues that impact <br />unsheltered residents; <br />o collaborating to maximize the effectiveness of existing systems – utilization of the <br />Coordinated Entry System (CES), County Health System, Behavioral Health and <br />Recovery Services (BHRS), Healthcare for the Homeless, Aging and Adult Services, <br />and other county systems; and <br />o piloting innovative ways to address the issues, challenges, and barriers identified <br />along the way. <br />This is in addition to existing homeless outreach positions currently funded by other non-City funding sources and <br />assigned to Redwood City 1 <br />ATTY/AGR.2023/Amend.
