REV: 10-25-2022 SK <br />“ ”EXHIBIT A <br />SCOPE OF SERVICES AND FEE <br />Consultant will support the City with the stakeholder consultation and public engagement <br />required for its Housing and Urban Development (HUD) five-year Consolidated Plan. <br />Consultant will perform the following tasks: <br />Task 1. Consultant will prepare a Community Engagement Plan with a proposed timeline <br />for events and a “to do” list for City staff and Consultant staff (e.g., refinement of <br />stakeholder interview list, coordination on interviews, distribution of the community <br />survey). Consultant will hold a virtual meeting to discuss the plan. This task will be <br />completed within two weeks of the Effective Date. <br />Task 2. Consultant will conduct 14 interviews with key stakeholders including grant <br />subrecipients; public and nonprofit agencies providing health and human services such <br />as lead-paint mitigation, affordable and subsidized housing, and assistance to persons <br />who are experiencing homelessness; organizations serving BIPOC residents and <br />persons with disabilities; economic development interests; stakeholders working in <br />broadband services such as affordable internet service providers; and resilience and <br />resource management agencies. Consultant will draft stakeholder consultation <br />discussion guides and refine those after receiving feedback from staff. Consultant will <br />collaborate with the City on developing the stakeholder interview list and determine which <br />stakeholder interviews the Consultant will conduct for both the County of San Mateo and <br />the City’s Consolidated Plans for their community engagement elements. City consultants <br />may attend those interviews. Consultant will conduct an additional 2 interviews for the <br />City, beyond the 14 interviews planned for the County of San Mateo plan, if desired. This <br />task will occur throughout the length of the project. <br />Task 3. Consultant will draft the community survey and, after receiving feedback from <br />City staff, finalize the survey. Consultant will provide the survey in 4 languages (English, <br />Spanish, Chinese, and Tagalog) in an online format along with e-flyers and social media <br />postings that the City could use to promote the survey on social media. Consultant will <br />contact partnership organizations to encourage them to circulate the survey. Consultant <br />will monitor survey responses and keep the City aware of the demographics of <br />respondents. Consultant will collect response data through Consultant’s survey <br />subscription database. Once the survey is closed, Consultant will provide a standalone <br />section for the City with the survey results, segmented by respondent type and by key <br />demographic characteristics for residents. Consultant will also incorporate the findings <br />from the resident survey Consultant conducted earlier in 2022 to support the Affirmatively <br />Furthering Fair Housing (AFFH) segment of the City’s Housing Element. Consultant will <br />also include primary findings from the stakeholder consultation in the section. This task <br />will occur throughout the length of the project. <br />City will pay to Consultant a flat-rate fee of Five Thousand and Two Hundred and Fifty <br />Dollars ($5,250) for the completion of all the work and services described above. <br />ATTY/AGR.2022.375/Root Policy Research (Page 10 of 10)
