REV: 10-25-2022 SK <br />EXHIBIT “A” <br />SCOPE OF SERVICES AND FEE <br />Consultant shall complete two projects with target completion date of December 2023: <br />1. Over-the-Counter Housing Preservation Fund; and <br />2. Notice of Funding Availability (“NOFA”) <br />Compensation <br />City will pay to Consultant a not-to-exceed amount of Thirty-Five Thousand Dollars <br />($35,000) for the completion of all the work and services described here, subject to the <br />following conditions: <br />•City will pay a flat-fee of Twenty-Five Thousand Dollars ($25,000) for <br />completion of Tasks 1 through 5, listed below. <br />• City will pay a not-to-exceed amount of Ten Thousand Dollars ($10,000) for <br />Task 6 on an hourly basis at a rate of $175/hour. <br />Consultant shall submit monthly invoices and progress reports. Consultant may submit <br />an invoice for partial completion of Tasks 1 through 5, with the invoice amount based on <br />the percentage of work completed. Consultant shall submit invoices for Task 6 based on <br />the number of hours worked in the prior month. <br />Task 1: Project Initiation <br />1. Kick-off meeting with City staff to discuss project expectations regarding <br />coordination, reporting, and deliverables for both Housing Preservation Fund and <br />NOFA projects. <br />2. Development of project schedule and workplan with tasks and milestones for each. <br />3. Scheduling of regular City calls and meetings to track objectives. <br />Deliverable: Project workplan for Housing Preservation Fund and NOFA. <br />Deliverable timeline: 3 weeks following kick-off meeting. <br />Task 2: Conduct Research for Housing Preservation Fund and NOFA <br />1. Conduct meetings or calls with City staff, external organizations with expertise in <br />housing preservation and housing development, and community stakeholders. <br />2. Conduct research on over-the-counter housing preservation programs and NOFAs <br />in other jurisdictions. <br />3. Present recommendations to staff on Housing Preservation Fund and NOFA. This <br />shall, at a minimum, include recommendations on the following: <br />a.
