REV: 09-08-2022 RL <br />Exhibit “B” <br />Grove Foundation Proposal for 2022-24 <br /> <br />Amid the ongoing COVID-19 pandemic and uncertain economic outlook, the LIBRE collaboration <br />seeks to continue to bring resources and information to the immigrant community. The Biden <br />Administration’s actions to undo the DHS “Public Charge” rules that the prior administration put <br />in place are being challenged in court even as the Administration plans to propose new rules. This <br />will rekindle immigration concerns for immigrants who need safety net benefits and services. <br />LIBRE will encourage immigrants to access COVID-19 resources and other benefits by dispelling <br />misinformation, supporting more positive messaging around the use of public benefits, and <br />providing application assistance and advocacy. <br /> <br />LIBRE will continue updating its KeepYourBenefits.org website to help community service and <br />health providers locally and across the country counter the misinformation that makes immigrants <br />hesitate to access help even during difficult times like these. LIBRE partners will continue to adapt <br />to the challenges posed by the pandemic and the disproportionate economic hardship facing their <br />communities. The LIBRE Steering Committee submits this proposal to enable our successful <br />collaborative to support our mission the next two years. <br /> <br />I. LIBRE will combat the “chilling effects” of the public charge rules. <br /> <br />LIBRE will keep educating immigrant communities about the public charge rules and use <br />upcoming court hearings and proposed regulations concerning the rules as opportunities to explain <br />which benefits are included in the rule and if using these benefits negatively affects a person’s <br />immigration status. <br /> <br />LIBRE will update, test, and promote messages to the immigrant community to explain <br />what the current events involving public charge rules mean for them so that they can <br />make informed decisions about applying for benefits, including COVID-19 related <br />services. <br /> <br />II. LIBRE Will Continue to Deliver Comprehensive, Integrated Core Services. <br /> <br />LIBRE’s integrated outreach, education, application assistance, and legal advocacy continue to <br />connect immigrants living in San Mateo County with benefits that help them to lead healthy, stable <br />lives. Each component of our service delivery model plays an important role in meeting the diverse <br />needs of the communities we serve. Our promotora partners will use updated outreach materials <br />and continue to find ways to engage immigrants with issues that affect their communities. LIBRE <br />will continue to conduct outreach and education, provide benefits application <br />assistance, and provide legal advice and representation to immigrants living in San <br />Mateo County. We will reach at least 9,000 people in immigrant communities through <br />our outreach, assist at least 275 households in applying for or retaining benefits, and <br />provide legal services to at least 150 immigrant individuals. <br /> <br /> <br /> <br />ATTY/AGR.2022.331/Legal Aid Society of San Mateo County (Page 8 of 13)
