RESOLUTION NO. 16100 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY DESIGNATING 2312 HOPKINS AVENUE A HISTORIC LANDMARK <br />AND APPROVING AND AUTHORIZING THE CITY MANAGER TO <br />EXECUTE A HISTORIC PRESERVATION AGREEMENT (MILLS ACT <br />CONTRACT) <br />WHEREAS, Applicant, Matthew Johnston (the "Property Owner"), applied for a <br />local landmark designation and a Mills Act Contract (the "Project") located at 2312 <br />Hopkins Avenue (the "Property"); and <br />WHEREAS, on August 25, 2022, the Historic Resources Advisory Committee <br />(HRAC) held a duly noticed public hearing in accordance with all applicable requirements <br />oft the State Planning and Zoning Law and the Redwood City Municipal Code to consider <br />the Project; and <br />WHEREAS, the HRAC has determined that the property meets Criterion C for <br />designation as a historic landmark according to the historic designation criteria <br />established by the Redwood City Historic Preservation Ordinance (Chapter 40 of the <br />Redwood City Code) and recommended by a vote of 3-0 for approval of the Project; and <br />WHEREAS, on October .4, 2022, the Planning Commission held a duly noticed <br />public hearing in accordance with all applicable requirements of the State Planning and <br />Zoning Law, the Redwood City Municipal Code, and the Zoning Ordinance to consider <br />the Project; and voted 6-0 recommending approval of the Project; and <br />WHERAS, on October 25, 2022, a public hearing notice of the City Council hearing <br />was published in the San Mateo Daily Journal and sent to the Property Owner; and <br />WHEREAS, on November 14, 2022, the City Council held a duly noticed public <br />hearing in accordance with all applicable requirements of the State Planning and Zoning <br />Law, the Redwood City Municipal Code, and the Zoning Ordinance to consider the <br />Project; and <br />WHEREAS, the Property meets the historic landmark designation criteria <br />established by the Redwood City Historic Preservation Ordinance as follows: <br />The structure embodies distinctive characteristics of a style, type, period or method <br />of construction, or is a valuable example of the use of indigenous materials or <br />craftsmanship (City Code section 40.6 Criterion C).
