This <br />NOFA is made available as a portion of the Local Government Planning Support <br />Grants Program pursuant to Chapter 3.1 of Health and Safety Code (Sections 50515 to <br />50515.05) (Chapter 159, Statutes of 2019). The principal goal of this program is to <br />make funding available to councils of governments and other regional entities for the <br />preparation, adoption, and implementation of plans and processes that accelerate <br />housing production and facilitate compliance in implementing the sixth cycle of the <br />regional housing needs allocation (RHNA). <br /> <br />In order to be eligible for grant funding, an applicant must submit both a complete, signed <br />original application and an electronic copy on CD or USB flash drive. In addition, the <br />applicant may submit a copy by email to EarlyActionPlanning@hcd.ca.gov to expedite <br />the review process. Applications will be accepted on an Over-the-Counter (OTC) basis <br />as of the date of this NOFA through January 31, 2021. The Department encourages early <br />applications and will accept applications postmarked by the January 31, 2021 deadline. <br />Applicants may utilize various carrier services, such as the U.S. Postal Service, UPS, <br />FedEx, or other carrier services.
