BACKGROUND <br />MTC and ABAG (“Agencies”) are committed to advancing the Bay Area through collaborative <br />partnerships that result in world-class plans, programs and policies. To further this mission, the <br />Agencies provide technical assistance and grant funding to local jurisdictions. <br />The Agencies will offer Bay Area jurisdictions access to a pool of planning technical assistance <br />consultants, yielding the following benefits: <br /> <br />● Streamlined access to qualified and diverse technical assistance <br />● Increase impact by eliminating manual and duplicative work <br />● Ensure compliance through open and competitive pricing <br />● Foster transparency and accountability <br /> <br />To manage the complexity and scale of hundreds of projects and thousands of transactions, for <br />the Agencies consultant will provide an enterprise solution to create an interactive, dynamic, and <br />collaborative space to streamline the procurement and oversight of planning technical assistance <br />for the Agencies and 109 local Bay Area jurisdictions. Digital transactions managed by <br />consultant will include: drafting and submitting requests for bids, addendums, bid review and <br />award, project scoping, payment milestones, invoice submission and approvals, and running <br />compliance reports. <br /> <br />2. OBJECTIVES <br />● Provide oversight and monitoring of consulting procurements and projects <br />● Reduce or eliminate manual processes and paperwork <br />● Improve consultant diversity and equity <br />● Scalable solution that can support similar grant programs in the future <br /> <br />3. SERVICES <br />Consultant will provide the following services: <br /> <br />Phase 1 - Configure Vendor Manager: <br /> <br />1. Dedicated project manager to execute all activities <br />2. Develop and manage detailed project charter and schedule <br />3. Facilitate workshops to review and accept Vendor Manager configuration <br />1. Vendor profile <br />2. Vendor categories <br />3. Project details <br />4. Bid details <br />5. Up to 10 Email templates and triggers <br />6. Project oversight <br />7.
