Regional Early Action Planning (REAP), <br />Grant Suballocation Agreement, <br />City of Redwood City <br />Page 9 <br /> <br />ATTACHMENT A-1 <br /> <br />SCOPE OF WORK FOR CITY OF REDWOOD CITY (“RECIPIENT”) <br /> <br />All work will support the overarching goals of the REAP program to support planning activities that (1) <br />accelerate housing production or (2) facilitate compliance in implementing the sixth cycle of the RHNA. <br /> <br />Funds will only be used for planning activities and will not be used to support RHNA appeals or the <br />development of specific housing projects, including capital financing, building operation costs, or <br />resident services. <br /> <br />Task 1 – HOUSING BASELINE <br />The Recipient through its consultant will complete a report with the following information to establish <br />baseline conditions for the Housing Element Update. <br /> <br />Task 1 Deliverables: <br />1.1 Baseline Assessment. Analysis of previous RHNA construction, existing goals and policies, <br />and an opportunities and constraints analysis. <br />1.2 Initial Sites Analysis. Analyze available sites for housing development. <br />1.3 Policy Strategies. High level overview of types of strategies that can be employed, and <br />identification of demographic information to establish a housing baseline. <br /> <br />Task 2 – HOUSING ELEMENT ADMINISTRATIVE DRAFT <br />This section involves all steps in the preparation, review, and public release of the Draft Housing <br />Element, as well as coordination with HCD to certify the Final Housing Element. <br /> <br />Task 2 Deliverables: <br />2.1 Administrative Draft Housing Element Update. This includes program accomplishments <br />from previous cycle, needs analysis, housing constraints analysis, opportunity sites, as well as <br />goals, policies, and objectives. <br />2.2 Public Review Draft Housing Element. Based on staff comments, the consultant will revise <br />the Administrative Draft Housing Element for public review and HCD submittal <br />2.3 Coordination with California Department of Housing and Community Development (HCD). <br />The consultant will coordinate with and answer any questions that HCD has and make any <br />updates as needed.
