REV: 02-15-23 RL <br />pathway exposure adjustments. The HRA will evaluate impacts from TAC emissions <br />using the most recent methodology and OEHHA toxicity values. The HRA will be <br />performed using HARP2. The HARP2 model will calculate the cancer risk and chronic <br />hazard index at locations within the project site. Consultant will perform one set of <br />HARP2 modeling runs. <br />The BAAQMD stationary source tool provides conservative screening level cancer risk, <br />chronic hazard index, and PM2.5 concentration for each source that has a permit. <br />Consultant will obtain the cancer risk and chronic hazard index values for all sources <br />within 1,000 feet of the proposed project and will apply the BAAQMD distance multiplier <br />tool to determine the potential impact within the proposed project site from nearby <br />stationary sources. <br />Consultant will combine the Highway 101 modeling results with the impacts from the <br />stationary source cancer and chronic risk and compared to the BAAQMD HRA <br />significance thresholds per their CEQA Air Quality Guidelines (2017). <br />Task 4 – Prepare PM2.5 Assessment <br />The PM2.5 assessment will follow the methodology and impact thresholds outlined in <br />the BAAQMD’s Recommended Methods for Screening and Modeling Local Risks and <br />Hazards (2012) document. <br />Consultant will conduct PM2.5 modeling to determine the annual concentrations on the <br />project site from vehicles traveling on Highway 101. Impacts from nearby industrial and <br />institutional facilities will be determined using the BAAQMD stationary source tool. <br />Consultant will prepare refined PM2.5 modeling analyses using AERMOD with the same <br />parameters determined for the HRA modeling. The modeling will include PM2.5 exhaust <br />from all fuel sources and road dust emissions to estimate annual PM2.5 concentrations <br />on the project site. Consultant will perform one set of AERMOD PM2.5 modeling runs. <br />The BAAQMD stationary source tool will be used to obtain PM2.5 concentrations for <br />each source within 1,000 feet of the proposed project and will apply the BAAQMD <br />distance multiplier tool to determine the PM2.5 concentrations within the proposed <br />project site from nearby stationary sources. <br />Consultant will combine the Highway 101 modeled PM2.5 concentrations with the <br />stationary source PM2.5 concentrations and compared to the BAAQMD PM2.5 <br />significance thresholds per their CEQA Air Quality Guidelines (2017). <br />Task 5 – Prepare Health Risk Assessment Report <br />Consultant will prepare a brief technical report that will summarize the HRA and PM2.5 <br />modeling methodology, the method for determining nearby stationary source <br />contributions to impacts, and the results.
