REV: 03-08-24 VR <br />Exhibit “A” <br />SCOPE OF SERVICES AND FEE <br /> <br />Task 1 – Prepare Mobile Source Health Risk Assessment <br />Consultant will estimate locomotive exhaust emissions for DPM and PM2.5 (particulate matter) <br />emanating from the nearby facility(ies) to the potential future “Bayfront Park” on Maple in <br />Redwood City. , using U.S. EPA and BAAQMD-approved emission estimation techniques <br />(EET’s). <br />Consultant will conduct modeling to determine the impacts of the project from nearby rail activities. <br />Consultant will prepare refined air dispersion modeling analyses using AERMON for HRA input <br />to estimate PM2.5 annual concentrations. AERMOD is the U.S. EPA’s guideline dispersion model <br />and accepted by the BAAQMD to conduct air quality dispersion modeling analyses. One set of <br />AERMOD modeling runs will be performed. <br />The results of the AERMOD air dispersion analysis will be used as inputs into the HARP2 model, <br />along with pollutant-specific toxicity data, dose/response factors, and multi-pathway exposure <br />adjustments. The HARP2 model will calculate the cancer risk and chronic hazard index at <br />locations within the project site. One set of HARP2 modeling runs will be performed. <br />Consultant will prepare refined PM2.5 modeling analyses using AERMOD with the same <br />parameters determined for the HRA modeling. The modeling will include PM2.5 exhaust from the <br />diesel rail sources to estimate annual PM2.5 concentrations on the project site. One set of <br />AERMOD PM2.5 modeling runs will be performed. <br />The results from the nearby rail HRA and PM2.5 modeling will be presented separately and <br />together with the previously calculated impacts from nearby industrial and institutional facilities <br />using the BAAQMD stationary source tool and compared to the BAAQMD HRA significance <br />thresholds per their CEQA Air Quality Guidelines. <br />Consultant will update the technical report to incorporate the nearby rail HRA and PM2.5 modeling <br />methodology and results. <br />A draft report will be submitted to the City for review and comment. Following incorporation of <br />comments, a final report will be provided to the City. <br />Deliverable: Draft and Final Health Risk Assessment Report <br />Cost will be a not-to-exceed amount of $6,500. <br />ATTY/AGR.2024/Amend.
