REV: 01-17-23 RL <br />EXHIBIT “A” <br />SCOPE OF SERVICES AND FEE <br />Consultant will complete a Full Cost Recovery and User Fee Study for the City’s Master <br />Fee Schedule Update <br />A. Full Cost Allocation Plan Update: Citywide <br />Consultant will update the City’s Full Cost Allocation Plan approved in 2018 (Office of <br />Management and Budget Cost Allocation Plan as optional supplement), which will include <br />the following elements. <br />Consultant shall review and update the City’s Cost Allocation Plan. The results of this <br />study will allow the City to accurately account for full cost of providing central City services <br />by identifying indirect costs associated with all City departments, funds, and programs. <br />As part of this study, Consultant shall prepare a Microsoft Excel-based Cost Allocation <br />Model and provide staff training for future updates to the Plan. <br />The following tasks outline Consultant's scope of work to complete the development of <br />Cost Allocation Plan. The typical timeframe for a study of this nature is 10 weeks. All <br />timelines can be adjusted based upon the City' s schedule and other commitments upon <br />approval of the Administrative Services Department Director or their designee. <br />1.Discuss Study Objectives <br />2.Interview Staff and Gather Data <br />3.Structure and Prepare Draft Custom Cost Allocation Model <br />4.Present and Finalize the Cost Allocation Plan <br />B. Fee Study <br />Consultant will prepare a User Fee Study for all City Departments, which will include the <br />following elements: <br />1.A succinct executive summary discussing the study, methodology, and the results. <br />2.A narrative describing the services included in the study. <br />3.A section on proposed modifications to the current fee schedule, including removal <br />or addition of new fees for service. <br />4.A section on per unit and annual results for each fee included in the analysis and <br />where workload data is available. <br />5.A comparative survey section outlining key fees and their comparison to other local <br />jurisdictions, as well as contextual information regarding budget, staffing, and <br />when they last conducted fee studies. <br />The following tasks outline the scope of work to complete the User Fee Study. The typical <br />timeframe for a study of this nature is three months.
