REV: 03-17-23 JB <br />EXHIBIT “A” <br />SCOPE OF SERVICES AND FEE <br />Consultant shall provide on-call planning services upon request from the Assistant <br />Community Development Director, or designee. Each Task Order shall include a scope <br />of work for each individual project and a list of required tasks and time frame for <br />deliverables. <br />Before issuing the Task Order a draft scope of work shall be sent to the Consultant with <br />a deadline for a response. In the response, the Consultant will include the staff resources <br />they can commit to the project, an estimated timeline, and a detailed cost for the provision <br />of the services. <br />The City will evaluate that proposal, and, if it chooses, accept the proposal and initiate <br />work by issuing a Task Order. <br />Consultant shall perform work in the following areas: <br />Provide professional planning services in the review of current development applications, <br />including but not limited to: <br />Communicating with applicants and other interested parties. This includes <br />conferring with and advising architects, builders, attorneys, contractors, engineers, <br />and the public regarding City development policies and standards and working with <br />applicants to reach an agreement on acceptable site plans, reviewing building <br />plans, parcel maps, and subdivision proposals for conformance with city <br />development policies and standards. <br />Preparing initial environmental studies and environmental notices. This may <br />include the preparation of Negative Declarations for projects when appropriate or <br />the coordination of environmental studies with environmental consultants in the <br />preparation of complex environmental documents (e.g., EIRs). <br />Preparing public hearing notices and agendas. <br />Preparing recommendations and reports to advisory bodies, planning commission, <br />and city council. <br />Attending meetings including those at advisory bodies, planning commission, and <br />city council. <br />Provide professional planning services in the development of long-range planning <br />studies, policy documents, standards, and regulations, including but not limited to: <br />Planning-related studies/white papers <br />Zoning and General Plan Amendments <br />Specific or Precise Plans <br />Objective Standards <br />ATTY/AGR.2023.042/Netto Planning Services, LLC (On-Call Planning Services) (Page 11 of 13)
