REV: 04-27-2023 JB <br />and available capacity; identification of deficiencies; recommendations for infrastructure <br />improvements; analysis for fair share cost of improvements; recommendation for ranking <br />and timing improvements; and support for system planning as needed for each system. <br />MANAGEMENT SERVICES. <br />Upon request from the City through issuance of Task Orders, the Consultant shall <br />provide project and construction management for a variety of public facilities. The <br />selected consultant(s) shall assign qualified engineering staff to serve as the Project <br />Manager/Resident Engineer (“PM/RE”) during the design and/or construction of <br />capital improvement projects and be responsible for ensuring the completion of work <br />by overseeing consultant and/or contractor’s activities. The PM/RE shall be <br />responsible for ensuring that all work is built to the standards defined by the contract <br />documents. Services could include, but are not limited to the following activities: <br />A. Project Management. Serve as the City’s representative on a variety projects. <br />Support services will be performed independently and with minimal direction. Other <br />consultant staff supervised by the lead engineer may be used to complete <br />assigned work efficiently and expeditiously. Typical services to be provided <br />include: <br />a) Perform initial design assessments, alternatives analysis, utility conflict <br />analysis and preliminary design services. Investigate existing conditions, <br />review records and engineering data; <br />a) Manage municipal public works projects from the preliminary design stages <br />through the completion of construction. Attend meetings, prepare minutes and <br />other forms of correspondence, perform plan checking, prepare and review <br />specifications and contract documents, coordinate with project stakeholders <br />and outside agencies, perform constructability reviews, manage the bidding <br />and project award process, provide design support during construction in the <br />form of responses to Requests for Information (“RFIs”), evaluation of submittals <br />and review of progress payments; <br />b) Process plans and specifications through other agencies for review and <br />approvals corresponding to special funding programs and/or permits; <br />c) Participate in the technical review and updating of engineering standard plans, <br />details, specifications best practices and/or standard policies; <br />d) Review and comment on infrastructure projects associated with development <br />activity; <br />e) Draft grant applications; <br />f) Provide outreach support through the production of staff reports, exhibits, <br />drawings, PowerPoint presentations, etc.; <br />g) Perform other project-related duties as required <br /> <br />B.Construction Management <br />a)Provide a high-level of communication with the City’s project manager and <br />updated work schedules on a biweekly basis; <br />b)Monitor and assess project budgets and cost controls; <br />ATTY/AGR.2023.087/V.W.
