This program clearly identified <br />projects that would be required to develop a TDM plan, implement TDM measures, and it set goals <br />for the participating projects. In January 2022, the Sponsor codified its TDM program and adopted <br />the Sponsor's TDM ordinance, Chapter 48 of the Redwood City Municipal code. To follow <br />through on the Sponsor's TDM Program implementation, the Sponsor is now looking at the <br />formation and implementation of a Transportation Management Association (TMA) for <br />Downtown Redwood City. The proposed project will: <br />• Conduct a study of effective and sustainable models to form a TMA for Downtown <br />Redwood City or Redwood City as a whole. <br />• Evaluate comparable cities with established TMAs and perform case studies to determine <br />the most effective characteristics for the Sponsor. <br />• Perform case studies to determine the most effective characteristics for the Sponsor. <br />• Conduct stakeholder outreach with downtown business groups, developers, and employees <br />to collect feedback and comments. <br />• Develop a recommended TMA structure for the Sponsor. <br />• Develop an implementation plan, associated fee structure and participation criteria. <br />The proposed study will allow the Sponsor to establish a TMA for the downtown community and <br />provide needed commuter benefits to small business and lower income employees. <br />Project Schedule: <br />Begin End _ <br />Program or Planning 06/21 06/23 <br />PE/Environmental 10/22 06/23 <br />PS&E N/A N/A <br />Right-of-Way N/A N/A <br />Construction N/A N/A <br />ATTY/AGR.2023.017/SMCTA (RWC TMA STUDY_ACRTDM 2022) (Page 14 of 18)
