Rapid Rehousing — Proposed Activities Year 1 funds will be used to provide a rapid rehousing program for the City's homeless residents. More specifically, the program will be targeted to homeless residents living in recreational vehicles (RVs) and who are participating in the City's Safe Parking Program. The Safe Parking Program is intended to be a short-term solution to provide greater security and access to resources for the City's homeless residents who live in RVs however the long-term goal is to transition participants into permanent housing through rapid rehousing and other housing solutions. Based on a 2019 survey of homeless RV residents, conducted by the County of San Mateo Human Services Agency, the average monthly earnings for a RV household is $2,270 or approximately $27,000 annually. Based on this data, the City is presuming that all households served by the Rapid Rehousing Program will be extremely low income, earning 30% of area median income or less.
