Growth-Inducing Impacts. These findings regarding the Project’s potential growth- <br />inducing impacts are based on the analysis on pages 216 to 217 of the DEIR, which is <br />hereby incorporated in its entirety. <br /> <br />Impact GRO-1: The Project would not foster or stimulate significant economic <br />or population growth in the surrounding environment. <br /> <br />The Project would not result in significant indirect growth-including impacts. <br /> <br />B. Findings Regarding Potentially Significant Impacts. <br /> <br />The following potential environmental impacts of the 505 East Bayshore Road <br />Project were determined to be potentially significant and to require mitigation measures <br />to avoid their effects or to reduce their severity, as set forth in Chapter 3 of the DEIR, <br />as incorporated into the EIR. The Planning Commission concurs with the conclusions <br />in the DEIR, as incorporated into the EIR, and makes the following findings with respect <br />to such potentially significant impacts. <br /> <br />1. Air Quality Impact AIR-1: Construction activities associated with the Project would <br />expose sensitive receptors near the project site to Toxic Air Contaminant emissions in <br />excess of the BAAQMD cancer risk threshold of >10 cases per million and annual <br />PM2.5 concentration threshold of 0.3 µg/m3. <br /> <br />Mitigation Measures. EIR Mitigation Measure AIR-1.1 will be implemented <br />for the Project as provided in the MMRP. <br /> <br />Findings Regarding Impact AIR-1. The City Council finds that incorporating <br />the requirements of Mitigation Measure AIR-1.1 into the Project would substantially <br />lessen the severity of Impact AIR-1, such that this impact would be less than <br />significant, because Mitigation Measure AIR-1.1 requires the project applicant to <br />submit a construction operations plan to the Director of Community Development & <br />Transportation or the Director’s designee that includes specifications of the equipment <br />to be used during construction. The plan shall be accompanied by a letter signed by an <br />air quality specialist, verifying that the equipment included in the plan meets certain <br />standards. With implementation of Mitigation Measure MM AIR-1.1, the cancer risk <br />and annual PM2.5 concentration would be reduced to below the BAAQMD single- <br />source threshold. This finding is based on the entire record of proceedings for the <br />Project, including but not limited to the discussion and analysis set forth on pages 32
