Introduction <br /> <br />On behalf of the City of Redwood City (the “City”), and pursuant to the California <br />Environmental Quality Act (“CEQA”) and Title 14, Chapter 3 of the California Code of <br />Regulations (the “CEQA Guidelines”), the City’s Planning Division has prepared an <br />Environmental Impact Report (the “EIR”) for the 505 E. Bayshore Townhouse Project (the “505 <br />East Bayshore Road Project” or the “Project”). The City is the lead agency for the EIR. <br /> <br />To support its certification of the EIR and approval of the Project, the City Council of the <br />City of Redwood City makes the following findings of fact (the “Findings”). These Findings <br />contain the City Council’s written analysis and conclusions regarding the project’s environmental <br />effects, mitigation measures, alternatives to the proposed project. These Findings are based upon <br />the entire record of proceedings for the EIR, as described below. <br /> <br />II. Project and Environmental Review <br /> <br />The 505 East Bayshore Road Project proposes to demolish the existing development on the site <br />to construct 56 townhouses, of which 51 would be base density units and five would be bonus <br />density units. Eight of the units would be sold below market rate at a price point affordable to <br />moderate-income households. The townhouses would consist of two-, three-, and four-bedroom <br />units, ranging from roughly 1,200 square feet to roughly 1,700 square feet in size. The units would <br />be divided between nine buildings which would be three-story wood‐framed structures on top of <br />at‐grade concrete foundations. In total, the buildings would provide 89,674 square feet of gross <br />floor area. The buildings would reach maximum heights of 38 feet and would be setback at least <br />29 feet from the northern property line, 10 feet from the eastern property line, and 11 feet from the <br />southern and western property lines. The project proposes 28,714 square feet of common open <br />space, including an amenity area for residents on the eastern portion of the site. <br /> <br />In August 2021, pursuant to State CEQA Guidelines Section 15063, the City <br />determined that the Project could result in potentially significant environmental impacts and that <br />an EIR would be required. In compliance with Section 21080.4 of CEQA, the City circulated a <br />Notice of Preparation (“NOP”) of a Draft Environmental Impact Report (the “DEIR”) for the <br />Project to the Office of Planning and Research (OPR) State Clearinghouse and interested agencies <br />and persons on September 24, 2021 for a 30-day review period. The NOP provided a general <br />description of the proposed project and identified possible environmental impacts that could result <br />from implementation of the project. Redwood City also held a public scoping meeting on <br />September 16th, 2021 to discuss the project and solicit public input as to the scope and contents of <br />this EIR. The meeting was held virtually via teleconference. Copies of the NOP were made <br />available digitally and at City Hall and at the Main Library. <br /> <br />The DEIR was published by the City and available for review for a 45-day comment period
