FINDINGS The Planning Commission finds that the proposed Ordinance Amendment is in the public interest and consistent with the Redwood City General Plan as described in the accompanying staff report. SECTION 3. CEQA The proposed Ordinance Amendment has been reviewed with respect to applicability of the California Environmental Quality Act ("CEQA") and the State CEQA Guidelines (California Code of Regulations, Title 14, Sections 15000 et seq.). The Planning Commission finds, based on its independent judgment, that the approval of the proposed Ordinance Amendment is not considered a project under Public Resources Code Section 21605 and CEQA Guidelines Section 15378, because the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment. In addition, the Amendment is exempt from CEQA as it can be seen with certainty that there is no possibility for causing a significant effect on the environment (CEQA Guidelines Section 15061(b)(3)) as described in the staff report. SECTION 4. ARTICLE 29 AMENDED AND RESTATED The Planning Commission recommends that the City Council adopt the Ordinance Amendment revising the Redwood City Zoning Ordinance Article 29, as shown in Exhibit A, attached hereto and incorporated herein by this reference. The amendments to Article 29 are identified by added text shown in double underline (example) and deleted text shown in strikeout (example). Wording in brackets ([example]) is informational only and is not to be included in the published ordinance. SECTION 5. EFFECTIVE DATE This resolution shall go into effect immediately.
