47 <br />2021 Amended and Restated WSA 17162043.1 <br />5.05. Water Enterprise Operation and Maintenance Expenses <br /> There are five categories of Water Enterprise Operation and Maintenance Expenses, <br />described below: <br />A.Source of Supply <br />1.Description: This category consists of the costs of labor, supervision and <br />engineering; materials and supplies; and other expenses incurred in the operation and <br />maintenance of collecting and impounding reservoirs, dams, wells and other water supply <br />facilities located outside San Francisco; watershed protection; water supply planning; and the <br />purchase of water. <br />2.Allocation: Direct Retail expenses, including water supply planning for <br />Retail operations (such as City Retail water conservation programs), will be assigned to the <br />Retail Customers. Regional expenses will be allocated between Retail Customers and <br />Wholesale Customers on the basis of Proportional Annual Use. Direct Wholesale expenses will <br />be assigned to the Wholesale Customers. (As of the Effective Date there are no Direct <br />Wholesale expenses in the Source of Supply category.) <br />B.Pumping <br />1.Description: This category consists of the costs of labor, supervision and <br />engineering; materials and supplies; and other expenses incurred in the operation and <br />maintenance of water pumping plants, ancillary structures and equipment and surrounding <br />grounds; and fuel and power purchased for pumping water. <br />2.Allocation: Direct Retail expenses will be assigned to the Retail <br />Customers. Regional expenses will be allocated between Retail Customers and Wholesale <br />Customers on the basis of Proportional Annual Use. Direct Wholesale expenses will be <br />assigned to the Wholesale Customers. (As of the Effective Date there are no Direct Wholesale <br />expenses in the Pumping category.) <br />C.Treatment <br />1.Description: This category consists of the costs of labor, supervision and <br />engineering; materials and supplies and other expenses incurred in the operation and <br />maintenance of water treatment plants and drinking water quality sampling and testing. The <br />cost of water quality testing will not include expenses incurred on behalf of the Wastewater
