78 <br />2021 Amended and Restated WSA 17162043.1 <br />the Wholesale Revenue Requirement have been posted to the balancing account, together with <br />interest as provided in Section 6.05. <br />B.Method of Appointment. The Controller shall select an independent certified <br />public accountant (“Compliance Auditor”) to conduct the Compliance Audit described below. <br />The Compliance Auditor may be the same certified public accountant engaged by the Controller <br />to audit the financial statements of the Water and Hetch Hetchy Enterprises. Subject to <br />approval by the Controller and the General Manager of the SFPUC, the Compliance Auditor <br />shall have the authority to engage such consultants as it deems necessary or appropriate to <br />assist in the audit. The terms of this Article shall be incorporated into the contract between San <br />Francisco and the Compliance Auditor, and the Wholesale Customers shall be deemed to be <br />third-party beneficiaries of said contract. <br />7.04. Conduct of Compliance Audit <br />A.Standards. The Compliance Auditor shall perform the Compliance Audit in <br />accordance with Generally Accepted Auditing Standards. In particular, its review shall be <br />governed by the standards contained in Section AU 623 (Reports on Specified Elements, <br />Accounts or Items of a Financial Statement) of the AICPA, Professional Standards, as amended <br />from time to time. <br />B.Preliminary Meeting; Periodic Status Reports; Access to Data. Prior to <br />commencing the audit, the Compliance Auditor shall meet with San Francisco and BAWSCA to <br />discuss the audit plan, the procedures to be employed and the schedule to be followed. During <br />the course of the audit, the Compliance Auditor shall keep San Francisco and BAWSCA <br />informed of any unforeseen problems or circumstances which could cause a delay in the audit <br />or any material expansion of the audit’s scope. The Compliance Auditor shall be given full <br />access to all records of the SFPUC and the Water and Hetch Hetchy Enterprises that the <br />Auditor deems necessary for the audit. <br />C.Audit Procedures. The Compliance Auditor shall review San Francisco’s <br />calculation of the Wholesale Revenue Requirement and the underlying data in order to carry out <br />the purpose of the audit described in Section 7.03.A and to issue the report described in Section <br />7.05. At a minimum, the Compliance Auditor shall address the following: <br />1.Water Enterprise Operating and Maintenance Expenses.
