REV: 06-22-2023 JB <br />EXHIBIT “A” <br />SCOPE OF SERVICES AND FEE <br />Scope of Work <br />Consultant will lead the 101/84 Interchange Reconstruction Project’s delivery from the project <br />plans, specifications, and estimate (PS&E) and Right of Way (R/W) phases through having the <br />Project ready to advertise for construction. This work will include leading the effort to secure <br />capital funding by implementing the Project Funding Plan and representing the City while <br />preparing for construction. Consultant will serve as the City’s Project Manager providing direct <br />management of the City’s Design and Right of Way consultants’ contract scope, cost, and schedule. <br />Consultant will serve as the City’s extension of staff for project delivery issues with the City’s <br />partners, stakeholders, and consultants as required and will keep the City’s Transportation <br />Manager apprised of and involved in project progress and issues regularly. <br />The specific tasks to complete this scope are as follows: <br />Task A – Project Management and Partner Engagement; <br />Task B – Project Controls and Contract Management; and <br />Task C – Funding Plan Implementation. <br />Task A – Project Management and Partner Engagement <br />Task A.1 Partner Engagement <br />Consultant will establish strong working relationships with both Caltrans and the San Mateo County <br />Transportation Authority, together the Partnering Agencies for the Project. City and Consultant will <br />work together to establish an Executive Steering Committee (ESC) structure to facilitate joint direction <br />and delivery of the Project. <br />An ESC structure consists of three levels of leadership (see A.2.2 for additional details): which includes <br />an executive leadership level committee, a mid-management level committee, and the Project <br />Management Team (PMT) which is comprised of those directly leading the project delivery work. <br />The executive leadership level committee, referred to as the Executive Steering Committee, will be <br />comprised of the heads of the Partnering Agencies (Redwood City (RWC), Caltrans, and the SMCTA) and <br />is responsible for establishing the project’s baseline scope, cost, funding plan and schedule; and <br />designating staff members and consultants who will deliver the Project (collectively referred to as the <br />Project Team). The ESC also serves as the third and final level of issue resolution should the PMT and <br />mid-level management team fail to resolve an issue. <br />The mid-level management committee, referred to as the Project Leadership Team (PLT), will be <br />comprised of the management representatives of each of the Partnering Agencies. These managers will <br />have authority to make resource and policy decisions on behalf of their agency in support of the Project <br />and within the parameters set by the ESC. They will also serve as the level for resolution of Project <br />issues elevated by the PMT and aligned with the current scope of work. <br />ATTY/AGR.2023.120/Gray-Bowen-Scott (101-84 Project Delivery) (Page 11 of 24)
