Findings and Statements Required by the California Environmental Quality Act <br />Redwood City DTPP Plan-Wide Amendments 6 ESA / 202100421.01 <br />Subsequent Environmental Impact Report May 2023 <br />• The City circulated the DSEIR for review by responsible and trustee agencies and the public <br />and submitted it to the State Clearinghouse for review and comment by state agencies, as <br />required by CEQA and the CEQA Guidelines. <br />• The SEIR and the proposed Project were presented to the City’s Planning Commission, which <br />reviewed and considered, and conducted a public hearing thereon. The Planning Commission <br />determined that the SEIR was adequate and sufficient, and prepared in compliance with CEQA <br />and the CEQA Guidelines, and recommended to the City Council that the City Council certify <br />the SEIR and approve the Project. <br />• The SEIR and the proposed Project were presented to the City Council of the City, with the <br />recommendation of the City’s Planning Commission. The City Council reviewed and <br />considered, and conducted a public hearing on, the SEIR and proposed Project. <br />• The SEIR has been completed in compliance with CEQA and the CEQA Guidelines and <br />reflects the City’s independent judgment and analysis. <br />By these Findings, the City Council ratifies, adopts, and incorporates the analyses, <br />explanations, findings, responses to comments, and conclusions of the SEIR, except as otherwise <br />specifically provided and described in these Findings. <br />V. Findings Regarding Environmental Impacts <br />A detailed analysis of the potential environmental impacts of the Project, and proposed <br />mitigation measures to address all of the identified potentially significant impacts, is set forth in <br />Chapters 4 through 17 of the DSEIR, as incorporated into the FSEIR. The City Council c oncurs <br />with the conclusions in the DSEIR, as incorporated into the FSEIR, that changes or alterations have <br />been required, or incorporated into, the Project which avoid or lessen all of the Project’s potentially <br />significant environmental effects to less-than-significant levels, except for Impact CR-1, <br />concerning potential adverse changes in the significance of historical resource(s); Impact C-CR-1, <br />relating to potential significant cumulative impacts on cultural, historic, and tribal cultural <br />resources; Impact AQ-2 relating to increases in criteria air pollutants; Impact C-AQ-1, related to <br />contribution to regional cumulative air quality impacts; Impact CC-1 related to generation of <br />greenhouse gas emissions; Impact CC-2 related to conflicts with plans, policies or regulations <br />adopted for the purpose of reducing greenhouse gas emissions; and Impact C-CC-1 regarding <br />contribution to cumulative greenhouse gas emissions and conflicts with plans, policies or <br />regulations adopted for the purpose of reducing greenhouse gas emissions, each of which would <br />remain significant and unavoidable even after implementing all feasible mitigation measures. By <br />these Findings, the City Council ratifies and adopts the SEIR’s conclusions for all of the following <br />potential environmental impacts, based on the analyses on the referenced pages of the DSEIR. <br />A. Findings Regarding Less than Significant Impacts <br />The following potential environmental impacts of the DTPP Plan-Wide Amendments were <br />determined to be less than significant and to not require any mitigation measures, as set forth in <br />Chapters 4 through 17 of the DSEIR, as incorporated into the FSEIR. The City Council concurs <br />with the conclusions in the DSEIR, as incorporated into the FSEIR, and makes the following <br />findings with respect to such less than significant impacts.
