Findings and Statements Required by the California Environmental Quality Act <br />Redwood City DTPP Plan-Wide Amendments 13 ESA / 202100421.01 <br />Subsequent Environmental Impact Report May 2023 <br />are much larger in size and have planned for regional recreational use. In addition, open space <br />developed as a result of requirements for individual projects within the amended DTPP area would <br />also absorb a small portion of the demand for parks and recreational facilities by new residents. <br />Therefore, there would be no new or more severe impacts from the accelerated physical <br />deterioration of parks and recreation resources associated with the proposed DTPP Plan-Wide <br />Amendments than the impact identified in the DTPP Final EIR. This impact would be less than <br />significant. (Draft SEIR, pp. 8-15 to 8-17.) <br />Impact PS-4: Implementation of the DTPP Plan-Wide Amendments would not include <br />recreational facilities or require the construction or expansion of recreational facilities which <br />might have an adverse physical effect on the environment. <br />Development within the amended DTPP area would generate a demand for up to <br />approximately 7.38 acres of additional parkland. The park projects that would be developed as a <br />result of the City’s Parks Impact Fee and Parkland In-Lieu Fee would be required to undergo <br />environmental review as they are identified. Appropriate measures would be identified and <br />implemented as applicable to reduce any construction-related or operational effects of those <br />facilities. Therefore, there would be no new or more severe impacts on recreational facil ities than <br />the impact identified in the DTPP Final EIR. This impact would be less than significant. (Draft <br />SEIR, pp. 8-17 to 8-18.) <br />Impact PS-5: Implementation of the DTPP Plan-Wide Amendments would not result in <br />substantial adverse physical impacts associated with the provision of new or physically <br />altered governmental facilities, need for new or physically altered governmental facilities, the <br />construction of which could cause significant environmental impacts, in order to maintain <br />acceptable service ratios or other performance objectives for schools. <br />The addition of elementary and middle school-aged students to the Redwood City School <br />District (RCSD) due to development within the amended DTPP area would likely require facility <br />updates to increase capacity for RCSD, and particularly at Clifford School to accommodate the <br />growth in elementary and middle school-aged students. The addition of high school-aged students <br />to Sequoia Union High School District (SUHSD) due to development within the amended DTPP <br />area would likely require facility updates to increase capacity for SUHSD, and particularly at <br />Sequoia High School to accommodate the growth in high school-aged students. Projects developed <br />within the amended DTPP area would be required to comply with California Government Code <br />Section 65996, which would mitigate the potential effect on public school facilities from the new <br />student population that would be generated by the proposed DTPP Plan-Wide Amendments. In <br />addition, any expansion of school facilities would be required to undergo environmental review as <br />they are identified. Appropriate measures would be identified and implemented as applicable to <br />reduce any construction-related or operational effects of those facilities. There would be no new or <br />more severe impacts on school services associated with the proposed DTPP Plan-Wide <br />Amendments than the impact identified in the DTPP Final EIR. Therefore, this impact would be <br />less than significant. (Draft SEIR, pp. 8-18 to 8-19.)
