Findings and Statements Required by the California Environmental Quality Act <br />Redwood City DTPP Plan-Wide Amendments 32 ESA / 202100421.01 <br />Subsequent Environmental Impact Report May 2023 <br />Findings Regarding Impact CR-2: Based on the FSEIR and the entire record before the <br />City, the Council finds that Mitigation Measure CR-3 would substantially lessen the <br />severity of Impact CR-2, such that this potential impact would be less than significant. <br />Mitigation Measure CR-3 requires that i) prior to issuance of grading permits with the <br />amended DTPP area construction crews would be trained regarding possible presence of <br />cultural resources and laws and procedures for protecting cultural resources, ii) that work <br />will be stopped if archaeological resources are discovered on the project site, iii) a qualified <br />archaeologist be retained to evaluate the significance of cultural resources, and iv) <br />appropriate steps be taken to avoid, protect and preserve such resources as described in <br />Mitigation Measure CR-3. <br />Impact CR-4: Implementation of the DTPP Plan-Wide Amendments would not cause a <br />substantial adverse change in the significance of a tribal cultural resource, defined in PRC <br />Section 21074 as either a site, feature, place, cultural landscape that is geographically defined <br />in terms of the size and scope of the landscape, sacred place, or object with cultural value to a <br />California Native American tribe. <br />Mitigation Measures. SEIR Mitigation Measure CR-3 (SEIR, pp. 7-21 to 7-23) will be <br />implemented for the Project as provided in the MMRP. <br />Findings Regarding Impact CR-4: Based on the FSEIR and the entire record before the <br />City, the Council finds that Mitigation Measure CR-3 would substantially lessen the <br />severity of Impact CR-4, such that this potential impact would be less than significant, <br />because the measures described in Mitigation Measure CR-3 (as summarized above), in <br />combination with the Cultural Resources Management Plan and existing laws establish <br />sufficient protocol to identify, evaluate, and treat any tribal cultural resources which may <br />be impacted by ground-disturbing projects in the amended DTPP area. <br />10. Utilities and Infrastructure, Hydrology and Water Quality <br />Impact UT-1: Implementation of the DTPP Plan-Wide Amendments would not require or <br />result in the relocation or construction of new or expanded water, wastewater treatment or <br />storm water drainage, electric power, natural gas, or telecommunications facilities , the <br />construction or relocation of which could cause significant environmental effects. <br />Mitigation Measures. SEIR Mitigation Measures UT-1a (SEIR, p. 10-26), UT-1b (SEIR, <br />pp. 10-26 to 10-27), UT-1c (SEIR, p. 10-28), and UT-1d (SEIR, p. 10-30) will be <br />implemented for the Project as provided in the MMRP. <br />Findings Regarding Impact UT-1: Based on the FSEIR and the entire record before the <br />City, the Council finds that Mitigation Measures UT-1a, UT-1b, UT-1c, and UT-1d would <br />substantially lessen the severity of Impact UT-1, such that this potential impact would be <br />less than significant. This is because applicants for development projects in the amended <br />DTPP area shall pay a fair-share contribution towards the cost of providing emergency <br />water storage for all proposed uses to fund the design and construction of such storage <br />ensuring non-interruption of water supply in case of a potential drought or disaster-caused
