Findings and Statements Required by the California Environmental Quality Act <br />Redwood City DTPP Plan-Wide Amendments 40 ESA / 202100421.01 <br />Subsequent Environmental Impact Report May 2023 <br />Impact BIO-4: Implementation of the DTPP Plan-Wide Amendments would not interfere <br />substantially with the movement of any native resident or migratory fish or wildlife species <br />or with established native resident or migratory wildlife corridors, or impede the use of native <br />wildlife nursery sites. <br />Mitigation Measures. SEIR Mitigation Measure BIO-1 (SEIR, p. 15-16) will be <br />implemented for the Project as provided in the MMRP. <br />Findings Regarding Impact BIO-4: Based on the FSEIR and the entire record before the <br />City, the Council finds that Mitigation Measure BIO-1b would substantially lessen the <br />severity of Impact BIO-4, such that this potential impact would be less than significant. <br />Mitigation Measure BIO-1b would reduce the impact to potential nesting migratory birds <br />to a less than significant level because it would require all tree removal or trimming and <br />ground disturbing activities to be scheduled outside of the breeding season, or if that is not <br />feasible, then the measure requires steps to be taken to avoid any significant impacts to <br />nests based on consultation with the California Department of Fish and Game. <br />Impact BIO-5: Implementation of the DTPP Plan-Wide Amendments would not conflict with <br />local policies or ordinances protecting biological resources, such as a tree preservation policy <br />or ordinance. <br />Mitigation Measures. SEIR Mitigation Measure BIO-5 (SEIR, p. 15-16) will be <br />implemented for the Project as provided in the MMRP. <br />Findings Regarding Impact BIO-5: Based on the FSEIR and the entire record before the <br />City, the Council finds that Mitigation Measure BIO-5 would substantially lessen the <br />severity of Impact BIO-5, such that this potential impact would be less than significant. <br />Mitigation Measure BIO-5 would require than any project in the amended DTPP area that <br />would involve the removal of any tree complete the application and review process <br />specified in the City’s Tree Preservation Ordinance (Municipal Code chapter 35) prior to <br />project approval. <br />16. Geology and Soils <br />Impact GEO-2: Implementation of the DTPP Plan-Wide Amendments would not result in <br />substantial soil erosion or the loss of topsoil. <br />Mitigation Measures. SEIR Mitigation Measure GEO-2 (SEIR, pp. 16-10 to 16-11) will <br />be implemented for the Project as provided in the MMRP. <br />Findings Regarding Impact GEO-2: Based on the FSEIR and the entire record before <br />the City, the Council finds that Mitigation Measure GEO-2 would substantially lessen the <br />severity of Impact GEO-2, such that this potential impact would be less than significant. <br />Mitigation Measure GEO-2 would reduce soil erosion and sedimentation impacts to a less <br />than significant level because it would require applicants for future development projects <br />in the amended DTPP area involving a grading area of 10,000 or more square feet to <br />prepare erosion control plans subject to City approval and consistent with the project
