Findings and Statements Required by the California Environmental Quality Act <br />Redwood City DTPP Plan-Wide Amendments 46 ESA / 202100421.01 <br />Subsequent Environmental Impact Report May 2023 <br />Impact C-CC-1: Implementation of the proposed DTPP Plan-Wide Amendments, in <br />combination with past, present, existing, approved, pending, and reasonably foreseeable <br />future projects, would not result in a cumulatively considerable contribution to GHG <br />emissions that may have a significant impact on the environment or conflict with applicable <br />plans, policies or regulations adopted for the purpose of reducing the emissions of greenhouse <br />gases. <br />Mitigation Measures. SEIR Mitigation Measure CC-1 (SEIR, pp. 13-35 to 13-36) will be <br />implemented for the Project as provided in the MMRP. <br />Findings Regarding Impact C-CC-1: Based on the FSEIR and the entire record before <br />the City, the Council finds that Mitigation Measure CC-1 would substantially lessen the <br />severity of Impact C-CC-1. However, as explained under Impact CC-1, above, because the <br />Redwood City Reach Codes are a statement of City policy, full implementation of <br />Mitigation Measure CC-1 may not be feasible. Accordingly, as with the project impact, the <br />cumulative impact is conservatively determined to be significant and unavoidable. <br />The City Council hereby finds, however, that there are specific economic, environmental, <br />social, legal, technological and other considerations that make infeasible the potential <br />mitigation measures described in the SEIR to mitigate the effect of Impact CC-1, and that <br />development of the Project will provide specific economic, environmental, social, legal, <br />technological and other benefits that will outweigh the significant adverse effects of Impact <br />C-CC-1, as set forth in the Statement of Overriding Considerations below. This finding is <br />based on the entire record of proceedings for the Project, including but not limited to the <br />discussion and analysis set forth on pages 17-31 through 17-32 of the DSEIR, which <br />includes a full statement of the impact and is hereby incorporated herein in its entirety. <br />VI. Findings Regarding Project Alternatives <br />The CEQA Guidelines require that an EIR describe a reasonable range of alternatives that <br />would feasibly attain most of the basic project objectives but would avoid or substantially lessen <br />any of the significant environmental effects of the project, and then evaluate the comparative merits <br />of such alternatives. (Guidelines §15126(a)). <br />A. City’s Objectives for the Project <br />The proposed DTPP Plan-Wide Amendments would consist of amendments to the <br />Redwood City General Plan and DTPP to achieve the following City objectives: <br />• To continue to allow for sustainable, transit-oriented development that is responsive to <br />market demands and can be constructed. This additional development would be advanced <br />through subsequent project-specific DTPP and General Plan amendments to increase the <br />DTPP’s maximum allowable development cap for office use, and through subsequent project- <br />specific approval(s) of increases in the number of residential units. This development would <br />occur in an urban setting near employment, goods and services, and multimodal transportation <br />facilities, thereby reducing vehicle miles traveled, greenhouse gas emissions, and air quality <br />impacts, consistent with the City’s Housing, Transportation (Transit-Oriented Development), <br />and Climate Goals;
