Findings and Statements Required by the California Environmental Quality Act <br />Redwood City DTPP Plan-Wide Amendments 48 ESA / 202100421.01 <br />Subsequent Environmental Impact Report May 2023 <br />creek or stormwater features, or that provide publicly accessible open space as identified by <br />the City, to building placement requirements (i.e., build-to-corner, building setback, and <br />frontage coverage requirements) to allow corner setbacks, other setbacks from the street, and <br />lesser lot coverage than is currently required; permitting limited exceptions to the stepdown <br />requirements; and lowering the required minimum heights from 35 feet to two stories, with a <br />range of 25 to 35 feet, or less with a potential exception. <br />B. Significant Environmental Impacts of the Project <br />Based on the analyses in Chapters 4 through 17 of the DSEIR, the City has determined that <br />all of the proposed Project’s potentially significant environmental effects would be avoided or <br />reduced to less-than-significant levels through implementation of the mitigation measures <br />described in the DSEIR and MMRP, except for the following: <br />• Impact CR-1: Implementation of the DTPP Plan-Wide Amendments would potentially cause <br />a substantial adverse change in the significance of a historical resource pursu ant to Section <br />15064.5. <br />• Impact AQ-2: Implementation of the DTPP Plan-Wide Amendments would result in a <br />cumulatively considerable net increase of criteria pollutants for which the project region is non- <br />attainment under an applicable federal or state ambient air quality standard. <br />• Impact CC-1: Implementation of the proposed DTPP Plan-Wide Amendments would generate <br />greenhouse gas emissions, either directly or indirectly, that may have a significant impact on <br />the environment. <br />• Impact CC-2: Implementation of the proposed DTPP Plan-Wide Amendments would not <br />conflict with an applicable plan, policy or regulation adopted for the purpose of reducing the <br />emissions of greenhouse gases. <br />• Impact C-CR-1: The proposed DTPP Plan-Wide Amendments, in combination with past, <br />present, existing, approved, pending, and reasonably foreseeable future projects would <br />potentially result in significant cumulative impacts related to cultural, historic, and tribal <br />cultural resources. <br />• Impact C-AQ-1: Adoption of the proposed DTPP Plan-Wide Amendments would result in a <br />cumulatively considerable contribution to the regional cumulative air quality impacts. <br />• Impact C-CC-1: Implementation of the DTPP Plan-Wide Amendments, in combination with <br />past, present, existing, approved, pending, and reasonably foreseeable future projects, could <br />result in a cumulatively considerable contribution to GHG emissions that may have a <br />significant impact on the environment or conflict with applicable plans, policies, or regulations <br />adopted for the purpose of reducing the emissions of greenhouse gases. <br />C. Project Alternatives Descriptions <br />Through the environmental review process, the City identified the following three (3) <br />Project alternatives for consideration: <br />No Project Alternative. The No Project/Existing DTPP Alternative would not assume <br />increased development in the DTPP area beyond that permitted under the existing development caps.
