Findings and Statements Required by the California Environmental Quality Act <br />Redwood City DTPP Plan-Wide Amendments 50 ESA / 202100421.01 <br />Subsequent Environmental Impact Report May 2023 <br />units. Other aspects of the proposed DTPP Plan-Wide Amendments including changes to land use <br />controls (development standards) related to, among other things, building design, building massing, <br />and minimum building height, would also be part of this alternative and would be the same as those <br />with the proposed DTPP Plan-Wide Amendments. <br />D. Findings Relating to Alternatives <br />Based on the evaluation and analysis of Project alternatives set forth in Chapter 19 of the <br />DSEIR, and on the entire record of proceedings for the Project, the City Council hereby makes the <br />following findings: <br />Findings Relating to the No Project Alternative <br />Findings. The No Project Alternative is described and discussed on pages 19-12 to 19-13 <br />of the DSEIR. The No Project is hereby rejected because it would not meet any of the City’s <br />objectives for the proposed DTPP Plan-Wide Amendments. <br />Explanation. Under the No Project/Existing DTPP Alternative, there would be no <br />amendments to the DTPP adopted, and therefore none of the effects of the proposed DTPP Plan-Wide <br />Amendments would occur and the existing DTPP would continue to govern within the existing DTTP <br />boundaries. There would be no impacts related to the intensity of development, such as increases in <br />traffic, or emissions of criteria air pollutants or toxic air contaminants from construction or operation <br />of new buildings in the DTPP area; no increase in noise, vibration, or greenhouse gas emissions <br />from construction or operation of development projects allowed by the DTPP Plan-Wide <br />Amendments; and no increase in population or employment or increase in demand for public <br />services or utilities. There would also be no effects related to the footprint of subsequent <br />development projects: no excavation that could disturb archaeological or tribal cultural resources, <br />result in exposure of workers or the public to subsurface soil or groundwater contamination, or <br />disturb paleontological resources; no building demolition that could adversely affect historical <br />resources; no disturbance of nesting birds or removal of trees that could result from construction of <br />subsequent development projects in the DTPP area; and no development in the DTPP area on <br />potentially expansive or corrosive soils. The No Project/Existing DTPP Alternative would avoid the <br />proposed DTPP Plan-Wide Amendments’ potentially significant and unavoidable effects related to <br />air quality, cultural resources, and climate change. This alternative would also avoid each of the <br />project’s significant but mitigable impacts identified above. Development could proceed in the DTPP <br />area under the existing DTPP, although little office or residential capacity current remains. <br />The No Project/Existing DTPP Alternative would not meet any of the City’s objectives for <br />the DTPP Plan-Wide Amendments, in that it would not: <br />• Continue to allow for new sustainable, transit-oriented office and residential development; <br />• Support meeting the City’s housing needs; <br />• Increase the supply of affordable/workforce housing; <br />• Reserve a portion of the office development cap for small office projects; <br />• Create and maintain a multimodal, safe, and accessible transportation network;
