Redwood City DTPP Plan-Wide Amendments 1 ESA / 202100421.01 <br />Subsequent Environmental Impact Report May 2023 <br />Redwood City DTPP Plan-Wide Amendments <br />Subsequent EIR <br />Findings and Statements Required by the <br />California Environmental Quality Act <br />(Public Resources Code Section 21000 et seq) <br />I. Introduction <br />On behalf of the City of Redwood City (the “City”), and pursuant to the California <br />Environmental Quality Act (“CEQA”) and Title 14, Chapter 3 of the California Code of <br />Regulations (the “CEQA Guidelines”), the City’s Planning Division has prepared a Subsequent <br />Environmental Impact Report (the “SEIR”) to the Downtown Precise Plan Final EIR (DTPP FEIR) <br />for the DTPP Plan-Wide Amendments project (the “Project”). The City is the lead agency for the <br />SEIR. <br />To support its certification of the SEIR and approval of the Project, the City Council of the <br />City of Redwood City makes the following findings of fact and statement of overriding <br />considerations (collectively, the “Findings”). These Findings contain the City Council’s written <br />analysis and conclusion regarding the Project’s environmental effects, mitigation measures, <br />alternatives to the proposed Project, and the overriding considerations which, in the City Council’s <br />view, justify the approval of the Project despite its potential environmental effects. These Findings <br />are based upon the entire record of proceedings for the SEIR, as described below. <br />II.Background <br />The DTPP established a contemporary vision for the Downtown area and set forth specific <br />land use parameters, development standards, architectural guidelines, and urban design criteria in <br />order to create a unique and vibrant Downtown. The project consisted of the adoption and <br />implementation of a DTPP. Article 52 of the City’s Zoning Ordinance provides for the <br />development, adoption, and implementation of ‘precise plans’ to govern land use and establish <br />development and design guidelines applicable to specific areas of the City. The City Planning <br />Division prepared the DTPP pursuant to Sections 52.4 and 52.5 of the City’s Zoning Ordinance. <br />On January 24, 2011, the City Council: <br />•certified the Final EIR prepared for the DTTP; made findings; and adopted a <br />Mitigation Monitoring and Reporting Program (MMRP); <br />•adopted the DTPP; <br />•amended the City’s General Plan to ensure consistency between the General Plan <br />and the DTTP; and <br />•rezoned the DTTP area to Planned Community District under the City’s Zoning <br />Ordinance. <br />EXHIBIT A
