C. Through the certification of the FSEIR and its associated Mitigation, <br />Monitoring, and Reporting Program, nearly all identified impacts associated with <br />the DTPP Plan -Wide Amendments would be mitigated to less than significant <br />levels except for those certain significant and unavoidable impacts for which a <br />Statement of Overriding Considerations would be adopted. The LTA performed as <br />part of the project identified that the street and circulation changes in the DTPP <br />Plan -Wide Amendments would not have any substantial effects on intersection <br />operations. To the extent that subsequent development projects as a result of the <br />DTPP Plan -Wide Amendments may result in operational deficiencies and would <br />require implementation of improvements to offset these effects, those subsequent <br />projects will be required to develop a project -specific LTA to confirm consistency <br />with the DTPP Plan -Wide Amendments. <br />Section 4. The Planning Commission hereby recommends that the City Council <br />of the City of Redwood City approve and adopt the DTPP Plan -Wide Amendments as <br />provided in Exhibit A and the amendments to the General Plan Amendments as provided <br />in Exhibit B, both of which are attached hereto and are incorporated herein by reference <br />and which add text shown in underline (example) and delete text shown in strikeout <br />(example). Wording in brackets ([example]) is informational only and is not to be included <br />in the published General Plan or DTPP. <br />Section 5.
