<br />SCOPE OF SERVICES AND FEE
<br />Consultant will administer job-related pre-employment psychological evaluations for the
<br />Fire Department. Specifically, Consultant will administer such evaluations for all safety
<br />classifications attached including but not limited to Firefighter Engineer, Firefighter
<br />Trainee, Fire Captain, Battalion Chief, Deputy Fire Chief, Fire Chief, Fire Prevention
<br />Officer, Deputy Fire Marshal, and Fire Marshal. Job Descriptions can be viewed at

<br />descriptions-and-salary-plan and are available for reference. Consultant will be notified
<br />of any amendments to descriptions, and the evaluation will be revised in light of those
<br />amendments as needed.
<br />Consultant will determine the candidate's emotional and personality characteristics such
<br />as the emotional stability and ability to work under the degree of stress and pressure
<br />required of the applicable classification, which can include a Firefighter Engineer,
<br />Firefighter Trainee, Fire Captain, Battalion Chief, Deputy Fire Chief, Fire Chief, Fire
<br />Prevention Officer, Deputy Fire Marshal, and Fire Marshal.
<br />Consultant will assess job suitability issues such as overall psychological adjustment,
<br />tendencies towards hostility or aggressiveness, degree of socialization, problem-solving
<br />skills, the ability to deal with authority and command directives, responsibility and
<br />conscientiousness, honesty, integrity, and ability to be free from the misuse of alcohol
<br />and drugs.
<br />Consultant will perform a 50-minute interview, per person, either in person or via Zoom,
<br />gather a Personal History Survey, the Minnesota Multiphasic Personality Inventory-3
<br />(MMPI-3) and the Sixteen Personality Factor Questionnaire (16 PF) (psychological tests
<br />that define psychopathology and personality characteristics observed in normal
<br />behavior). Consultant will prepare a report is generated and discusses the following
<br />topics: Interview Behavior, MMPI-3, and 16 PF Test Findings, Pertinent Information from
<br />the Personal History Survey, Family and Social History, Educational History, Military
<br />Service, Employment History, Mental Health History, Alcohol and Drug Usage, Financial,
<br />Legal, and Driving Issues, Evidence of Bias, Summary and Recommendation.
<br />For each report, Consultant will provide a recommendation of span: Recommended or
<br />Not Recommended, without providing any supporting information or medical
<br />documentation. Candidates who receive an assessment of “Not Recommended” will be
<br />provided with an opportunity to provide Consultant with additional information for
<br />consideration bearing on their suitability for employment in the pertinent classification.
<br />Consultant will consider any such information provided by the candidate and will complete
<br />a follow-up form provided by the City, concluding either that the conclusion of “Not
<br />Recommended” still applies or that accommodation may be possible (again without
<br />providing any additional medical information or documentation).
