REV: 10-11-23 VR <br />EXHIBIT “A” <br />SCOPE OF SERVICES AND FEE <br />SCOPE OF SERVICES <br />Consultant shall provide “on call” real estate appraisal services on an as-needed basis <br />related to proposed real estate development planning applications. <br />Examples of services include: <br />Preparation of USPAP Compliant Appraisal Reports to determine value of real <br />property <br />Updates of previous appraisal reports <br />Peer review of other appraisal reports <br />Other valuation services for right of way or condemnation purposes <br />Other valuation services for existing or potential land development activities <br />Meetings to discuss appraisal questions and/or issues with both property owners and <br />City staff. <br />Other valuation related services as mutually agreed upon by both parties. <br />FEES <br />For appraisals, Consultant shall be paid a lump sum fee as will be set by a Task Order <br />between City and Consultant. The fee may vary based on the specific assignment as <br />identified in the Task Order. A simple commercial real estate appraisal shall be priced at a <br />base cost between $4,000-$5,000. <br />If a specific Task Order requires more time, more complex analysis, or there are other factors <br />that increase the base cost, Consultant shall describe these factors and adjust lump sum <br />cost accordingly, and obtain City approval of project cost prior to commencing work. The <br />City may ask for appraisals to account for changing market dynamics. <br />For services other than written appraisals, Consultant shall be paid on a time and materials <br />basis for a not-to-exceed amount as will be set by a Task Order between City and Consultant <br />based on the hourly rates below: <br />BILLING RATES – EAST BAY AND SILICON VALLEY <br />POSITION HOURLY RATE AS OF 2023 <br />Senior Managing Director $575.00 <br />Managing Director $545.00 <br />Director $545.00 <br />Senior Appraiser, MAI $525.00 <br />Senior Appraiser, SRA $475-525 <br />Senior Appraiser $475.00 <br />Appraiser, MAI $465.00 <br />Appraiser $420.00 <br />Appraiser Trainee $415.00 <br />Appraisal Analyst $250.00 <br />ATTY/AGR.2023.249/Hulberg & Associates Inc.
