REV: 11-07-23 SK <br />Administrative Draft IS/MND: MIG will prepare an Initial Study that <br />complies with the requirements of CEQA, and which documents the <br />project’s potential environmental impacts to support the preparation of <br />an MND. The IS/EA impact analysis will be conducted according to <br />current CEQA Guidelines, NEPA requirements and case law. MIG will <br />use the Initial Study Checklist contained in CEQA Guidelines Appendix <br />G. The analysis will be based on the Project Description prepared in <br />Task 2 and supported with maps, photos, figures, and tables of relevant <br />information. Mitigation measures will be recommended as needed to <br />reduce environmental impacts to less than significant levels. All Initial <br />Study Checklist questions will be answered completely. Each area of <br />impact analysis will contain a brief environmental setting and regulatory <br />setting, as appropriate, and answers to the Checklist questions. More <br />in-depth analysis will be provided for Air Quality, Biological Resources, <br />Cultural Resources, Energy, Greenhouse Gas and Noise impacts, as <br />described as follows. <br />Air Quality, Energy, and Greenhouse Gases. Potential air quality, <br />energy, and greenhouse gas (GHG) impacts associated with the project <br />would be limited to short-term emissions from construction activities; no <br />substantial changes to the existing air quality, energy, and GHG <br />environments are anticipated to occur with project operation. MIG will <br />estimate the project’s potential construction emissions using the <br />California Emissions Estimator Model (CalEEMod) and project-specific <br />information provided by the Project team (e.g., construction schedule, <br />phasing, equipment use, etc.). Where project-specific information is not <br />available, MIG would rely on default assumptions contained within the <br />emissions estimator model. The air quality, energy, and GHG emissions <br />impact analyses would be prepared consistent with Appendix G of the <br />CEQA Guidelines and the latest recommendations and guidance from <br />the Bay Area Air Quality Management District. MIG anticipates the <br />project would not result in a significant air quality, energy, or GHG <br />impact. Biological Resources Evaluation. The biological resources <br />evaluation will include a review of available background materials, a site <br />visit, and a biological resources report. A MIG biologist will review <br />current background information such as the California Natural Diversity <br />Database, California Native Plant Society’s Rare Plant Inventory, the <br />National Wetlands Inventory, Essential Fish Habitat, and other relevant <br />materials to provide current information regarding sensitive resources in <br />the site vicinity. A MIG biologist will visit the site to document vegetation <br />and wildlife habitat present and evaluate the potential for special-status <br />species and sensitive habitats to occur in or adjacent to the work area. <br />Consultant will synthesize the results of Consultant’s site visit and review <br />of background information into the biological resources report.
