REV: 11-07-23 SK <br />for City/Engineering team review and approval before publication. MIG will then <br />finalize the document (Public Draft IS/MND/EA/FONSI) for circulation. The <br />subonsultant will provide an electronic (print-ready) version so the City can <br />make hard copies of the document as necessary for public review or post to <br />their website. MIG will prepare the Notice of Intent (NOI) to adopt the IS that <br />the City can use to fulfill the public noticing requirements of CEQA Guidelines <br />Section 15072. MIG will provide text that the City can use to provide public <br />noticing consistent with CEQA and NEPA requirements (e.g., newspaper <br />publication, direct mailers, and/or posting of notice on and off site, etc.). <br />Distribution of the public notice and availability of the document for public <br />review will be the responsibility of the City as lead agency. Ther scope of work <br />assumes the City will file the NOI with the County Clerk. The public review <br />period is 30 days. MIG will prepare the Notice of Completion (NOC) which can <br />be submitted by the City along with the electronic version of the IS/MND for the <br />State Clearinghouse state agency review. The budget includes staff time to <br />prepare and electronically submit the files to the State Clearinghouse. <br />Consultant will assume that the City is already registered with the State <br />Clearinghouse to submit files electronically and that the City will grant MIG staff <br />upload authorization to transmit the files. <br />Task Deliverables: Screen Check IS/MND/EA/FONSI (electronic <br />PDF), Public Draft IS/MND/EA/FONSI (electronic PDF), Notices <br />including NOI, NOC (electronic). <br />NEPA Analysis: the subconsultant will prepare an EA specific to NEPA and <br />the guidelines provided by the Council on Environmental Quality (CEQ). The <br />impact analysis will identify all potential environmental impacts and the <br />conditions that would change as a result of the project; analyze and evaluate <br />all impacts to determine the significance of their effects on the human <br />environment; recommend and analyze feasible ways in which the project could <br />be modified in order to eliminate or minimize adverse environmental impacts; <br />examine alternatives to the project itself; and complete all environmental review <br />requirements necessary for the project’s compliance with applicable <br />authorities. This proposal assumes the EA will result in a Finding of No <br />Significant Impact (FONSI), indicating that the project is not an action that will <br />result in a significant impact on the quality of the human environment. <br />Analysis specific to the EA will include: <br />Responses to Statutes, Executive Orders, and Regulations listed at <br />24 CFR §58.5 and §58.6 <br />Responses to Environmental Assessment Factors pursuant to 24 <br />CFR §58.40 <br />The biological resources technical memorandum will be forwarded to <br />the United States Fish and Wildlife Service for review and approval, if <br />necessary due to the presence of sensitive species and/or habitat. <br />ATTY/AGR.2023.241/BKF Engineers (Price Tract Pump Station Design) (Page 37 of 54)
