REV: 12-08-23 VR <br />EXHIBIT “A” <br />SCOPE OF SERVICES AND FEE <br />Godbe Research Survey <br />Consultant will complete the following: <br />Develop final research design in consultation with the City and consultant team. <br />Design a survey questionnaire in consultation with the City and consultant team. The <br />survey shall be designed to be formatted for both internet and telephone survey <br />modalities as a “hybrid survey” and both versions of the survey will be identical, save for <br />survey instructions specific to each modality and available in English and Spanish. <br />Program, refine, and test the Internet version of the survey instrument using Godbe’s <br />Internet survey software package. <br />CATI program the telephone version of the survey instrument for efficient and accurate <br />data collection, and training telephone interviewing personnel on the questionnaire and <br />interviewing protocol. <br />Pre-test the survey instrument in both modalities (internet and telephone) to ensure that <br />the questions and response codes are understandable to respondents, and to ensure <br />that the survey length coincides with the budgeted survey length for the project. <br />Develop copy to be used on the City’s website, emails, and newsletters to inform the <br />community and registered voters about the survey. <br />Develop a stratified and clustered listed sample of Redwood City registered voters who <br />are likely to vote in the election cycles of interest to the City, most likely November 2024. <br />Conduct 18-to-25-minute Internet and telephone interviews with between 500 and 600 <br />total Redwood City registered voters according to strict interviewing protocol and <br />approved sampling design. <br />o A sample size of 500 to 600 would provide for a margin of error of no greater <br />than +/-4.4 at the 95% confidence level, when looking at all City voters, <br />including voters likely to participate in election cycles in 2024. <br />o In addition, a sample size of 500 to 600 voters would also provide for <br />approximately 75 to 85 interviews in each of the City’s seven (7) City Council <br />Districts. <br />o Merging the Internet and telephone data files, as well as processing and <br />weighting the data to adjust for population distribution and strategic <br />oversampling, as needed. <br />Tabulate, code, clean and weight the survey from both modes. <br />Perform in-depth analysis of the data. <br />Produce cross-tabulations of voter responses based on key demographic information, <br />such as but not limited to geography, ethnicity, age, homeownership status, etc. <br />Prepare a report of results with charts, analysis, and recommendations. <br />Present results and analysis as needed. <br />Be available for consultation on findings and strategy. <br />Research Costs <br />The prices below reflect the all-inclusive costs to complete the registered voter survey project for <br />the City of Redwood City -- the overall cost will not exceed those shown below, provided that <br />parameters (e.g., hybrid survey methodology, survey length, sample size, etc.) of the project <br />conform to those outlined in this proposal.
