<br />REV: 11-07-23 SK <br />• Air impact analysis (Clean Air Act, as amended, particularly section <br />176(c) & (d); 40 CFR Parts 6, 51, 93) <br />• Section 106 Consultation and noticing (National Historic <br />Preservation Act of 1966, particularly sections 106 and 110; 36 CFR Part <br />800) <br />• Environmental Justice (Executive Order 12898) <br />• Socioeconomic and community factors <br />• Analysis of alternatives <br />• Preparation of required public notices <br />MIG will utilize industry standard screening and analytical techniques to determine <br />the extent of the effects of the project on the human environment that may result <br />from the project and applicable mitigation, where necessary. The information <br />provided in the EA will be submitted to USACE for review, approval, and use in <br />completing the environmental review process pursuant to 24 CFR 50. Based on <br />the scope of the project, preparation of an Environmental Impact Statement (EIS) <br />is not anticipated for this project. Should it be determined through unforeseen <br />circumstances that an EIS is needed, the scope of work, budget, and schedule <br />contained herein will need to be revisited and revised. <br />Task deliverables: EA, EAFONSI, NOI to Request Release of Funds. <br />• Project Management: The MIG Senior Project Manager will be the point of <br />contact with Consultant and the City and will keep Consultant and the City <br />apprised of project progress. If issues arise that will affect the schedule or <br />budget, the Senior Project Manager will immediately inform Consultant and <br />discuss the best approach to resolving issues. MIG has allocated budget for <br />client communication and staff coordination to ensure Consultant can <br />communicate clearly and effectively. Additionally, this budget covers <br />implementing Consultant’s quality control review process and administrative <br />time for contracting. <br />• Cultural Resources Due Diligence. BASIN will: (1) develop an Area <br />of Potential Effects(APE) map to meet USACE requirements; (2) request <br />an archival records search of a 0.25 mile radius of the project alignment <br />to be completed by the California Historical Resources Information <br />System, Northwest Information Center (CHRIS/NWIC) to determine the <br />presence of any previously recorded cultural resources within the <br />proposed work area; (3) request a review of the Sacred Lands Inventory <br />(SLF) from the Native American Heritage Commission (NAHC) to <br />determine if any potential resources of interest to the Native American <br />community are present; (4) conduct Native American outreach to parties <br />listed by the NAHC; and, (5) undertake a field review of the project area. <br />BASIN has included a field review to check for cultural resources as the <br />USACE requires a physical inventory of properties that have not been <br />reviewed and/or a site conditions update.
